12 live sites offer FREE Wifi in Iloilo City

Residents and visitors of Iloilo City can now access the free public Wi-Fi made available by the Department of Information and Communications Technology (DICT) through the 12 live sites installed in Iloilo City.


Elry Hortillosa, focal person for the free Wi-Fi project said that these live sites are available at the Iloilo City public library, City Health Office (CHO), Plaza Libertad, Fort San Pedro National High School, Jalandoni Memorial National High School, Bo. Obrero National High School, TCT-AR Foundation Integrated School, Bo, Obrero rural health unit and Sto. Rosario Health Center.

The “PeopleKonek” project, used to be “JuanKonek,” was conceptualized two years ago to “bridge the digital divide of our country,” he said. The concept he said was for citizens to have equal access to the internet.

It seeks to provide free wifi access to public places such as plazas, public libraries, RHUs, hospitals, state universities and colleges (SUCs), airport, seaport and terminals.

Based on the DICT target, the plan is to have 776 live sites within the Visayas Cluster 1 area comprised of Western Visayas, Negros Island Region and Siquijor this June 2017.

In December this year, however, President Rodrigo Roa Duterte would like to have 1,163 live sites, he added.



Aside from Iloilo City, the DICT is now waiting for the fiber optic link to be connected to the communications box (combox) installed in third to sixth class municipalities.

A memorandum of agreement (MOA) has been signed between the ICT and the first and second class municipalities. They are now in the process of identifying sites where the combox will be installed.

“It (combox) serves as transit point for all network providers,” he explained. Since the DICT has separate contractors for the link, bandwidth and access point, then whoever will come first will just locate the communications box, he added.

One access point can accommodate up to a thousand users a day. One gadget has an allocation of not lower than 256kbps.

It has three levels where a client can connect. The first level has an allocation of 50 megabytes and client can directly connect to the PeopleKonek. This will enable access to social media sites, browsing of government agencies websites and emails.




The second level is 100 megabytes but it requires an email address of the user to be able to connect.

The third level is 300 megabytes which requires a digital certificate issued by the government.

The digital certificate is another project of DICT under the public key infrastructure network. Under this initiative, all public employees will have digital signature that will allow them to sign documents legally even if they are not in their office.

Meanwhile, the free Wi-Fi project will serve as foundation for the government’s national broadband network, according to Engineer Elmer D. Prudente, officer-in-charge at the Office of the Director.

The national broadband project will pave the way for cheaper internet because the network and the bandwidth is owned by the government. They only have to pay for the maintenance of the network. [By Perla Lena, PNA]

It’s the season of fun and beauty once again in Guimaras this summer!


All roads lead to this beautiful and sought after tourist destination when eight lovely ladies coming from the five municipalities of Guimaras province - Buenavista, Jordan, Nueva Valencia, Sibunag and San Lorenzo take center stage and compete in the province’s most prestigious annual beauty search, The Mutya ng Guimaras 2017.

The eight candidates vying for the title are Donnabelle Tahan and Jhona Mae Gauzon of Jordan, Ancella Denise Anne Pastias of Buenavista, Josephine Segovia, Mary Eve Escoto and Lorelie Galila of Nueva Valencia, Irynne Jo A. Vilches of San Lorenzo and Demi Vilches of Sibunag.

The series of pre-pageant activities will be hosted by the 5 municipalities so as to bring Mutya ng Guimaras events nearer to the residents. This is also to give each town the chance to take part in the activities that go with the pageant preparations while showing their town’s warmth hospitality.

The Search for Mutya ng Guimaras is among the many event highlights of the Manggahan Festival this May 11-22. The coronation night will be on May 19, 2017 at the Provincial Capitol Gymnasium.

The Province of Guimaras is home to the world’s sweetest mangoes, likewise dubbed as the mango capital of Philippines.


Guimaras is a very small island, almost like a tiny dot in the map. Nonetheless, for the Guimarasnons, size doesn’t matter because this miniature island is a place to be reckoned with; excelling in agri-tourism with its white sand beaches, adventure treks, rich natural resources and produce. It is an island that will fit your taste.

Guimaras has been a massive go-to for national and international tourists. And what kept these visitors coming back for more is the island’s famous sweet mangoes. These past years, the province had given the spotlight on these delicious fruits by commencing an annual festival to celebrate a feast of thanksgiving - for having bestowed a land rich with scrumptious mangoes as well as tasty cashew nuts, sweet coconuts and other crops that grow on the island, now called The Manggahan Festival.

The festival used to be just a week-long celebration of Guimaras as an independent province since May 22, 1992. Through the years with all the progress and achievement that the province attained, the festival developed into a more vibrant and fun-filled month-long activity.

One of the many activities that was introduced was the Manggahan sa Kabanwahanan under the leadership of Gov. Samuel T. Gumarin in 2013. This activity is hosted by the five municipalities namely: Jordan, Buenavista, Nueva Valencia, Sibunag and San Lorezo.

The objective is for each town to showcase their local tourism and produced with their own thanksgiving festivity which runs for a week and paves the way to the most awaited festival highlights in the island’s capital.

Manggahan Festival is a very special event that brings out the basket in many ways. It brings out – literally – the basket of mangoes, a basket of creativity, a basket of unity among the locals, a basket filled adventure and a basket of pure fun and excitement for both tourists and Guimarasnons alike.

It’s an anticipated occasion of the year that one must really try to experience to see and know why it’s been gravitating interests from all over the globe.

The mangoes sold during the festival had been taken good care for three months before they were carefully hand-picked to perfection and with passion because a basket full of luscious mangoes is equal to a basket full of happiness for the Guimarasnons. From these fresh sweet mangoes are goodies like dried mangoes, mango piyaya, mango jam, biscocho in mango flavour, mango tart, mango-scotch mango polvoron, mango ketchup and many more that could delight any Guimaras visitors’ discriminating palate.


With an aim to become Region VI’s capital for agri-tourism, Guimaras’ Manggahan Festival offers more than its yummy magoes, for it has become a basket of creativity, mixing the different cultural aspects from the province and the neighbouring islands.

The festival unites Guimarasnons into a tight bond with their heritage and reminds them who they are while proudly showcasing themselves to the rest of the world. Mabilog wants PECO probed

Mayor Jed Patrick E. Mabilog welcomed the City Council’s move to ask Congress for an inquiry into the operations of Panay Electric Co., the sole power distributor in the metropolis.


The proposed probe stemmed from public clamor regarding alleged overcharging on electricity bills.

“Our administration is pro-consumer and consumer protection is one of our top priorities. We will not tolerate overpricing and Peco has to be made accountable if proven,” Mabilog stressed.

The mayor called for an inquest in a letter to the City Council dated March 30.

“The undersigned would like to request for the conduct of an investigation with regard the complaint of consumers of Peco for allegedly being charged in excess of what they have actually consumed. The thorough investigation on this matter may call forth the need for a regulatory ordinance to protect the rights of our burdened consumers,” Mabilog stated.




“(This will also) pave way for the filing of necessary complaint with the Energy Regulatory Commission (ERC), copy provided to the Office of the President, if indeed there is a valid and legal basis of the said complaint,” he added.

Councilor Joshua Alim said the matter was unanimously approved during their session Tuesday April 11 even as he thanked his colleagues in supporting his “resolution calling for a Congressional investigation on PECO's operations.”

Alim authored the “resolution requesting Cong. Jerry Treñas of Iloilo City, Carlos Isagani Zarate of Bayan Muna Partylist and Harry Roque of Kabayan Partylist to sponsor a resolution calling for an investigation to be held in Iloilo City regarding the irregularities on billings, meter readings, services and other imposed charges of Peco operating in the city.” [via Iloilo City PIO]

109 centenarians to receive P100K from DSWD

The initial distribution of cash incentives for centenarians by the Department of Social Welfare and Development (DSWD) Western Visayas will benefit 109 people from the province and city of Iloilo on Wednesday.

The 109 recipients are among the 360 identified centenarian beneficiaries in the region.


Judith Tanate, DSWD-6 focal person for Persons with Disabilities and Older Persons, said their central office already downloaded PHP36 million for the centenarian beneficiaries.

In 2016, DSWD has identified 2,992 centenarian-beneficiaries nationwide. Western Visayas, including Negros Occidental, has the highest number of people over 100 years old in the country.

Iloilo province has the highest number of beneficiaries in the region with 116 while Negros Occidental has 82; Capiz, 65; Aklan, 42; Antique, 27; Iloilo City,19 and Guimaras with nine.

Tanate said that all the identified centenarians are currently living in the region. The Department of Foreign Affairs (DFA) is yet to identify the centenarians from Western Visayas based abroad.

She said that the oldest beneficiary is a 116-year old male from Kalibo, Aklan who will be celebrating his birthday this May.

While some of the family members of the intended beneficiaries are yet to fully comply with the requirements, Tanate assured to fully distribute the cash incentives before the end of next month.

Requirements to avail of the cash incentive include birth certificate, passport (for centenarians abroad) and any valid government-issued identification card.

Tanate noted that the DSWD guidelines provide that the money should be used to buy food, medicine and other needs of the beneficiary.

She said that the provincial, city and municipal social welfare officers would monitor the centenarians and the use of the money.

As of March, the DSWD regional office has already identified around 40 possible centenarians in the region who will possibly be the next beneficiaries of the cash incentives and other recognitions.

Under Section 2 of Republic Act 10868 or the “Centenarians Act of 2016,” all Filipinos who reach the age of 100 years old, whether residing in the Philippines or abroad, shall be honored with a letter of felicitation from the President of the Philippines congratulating the celebrant for his or her longevity and a centenarian gift in the amount of PHP100,000.00.

The law also declared the first Sunday of October as “National Respect for Centenarians Day” wherein all Filipinos who have turned centenarian in the current fiscal year shall be awarded a plaque of recognition and another cash incentive by their respective city or municipal governments in appropriate ceremonies.

Tanate said that the letter of felicitation from the President of the Philippines congratulating the celebrant for his or her longevity, which is supposed to be distributed together with the cash incentive, might be given during the celebration as the central office has yet to release it. City hall mulls solar-powered streetlights

Iloilo City Mayor Jed Patrick Mabilog plans to convert all lampposts in the metropolis into solar power light-emitting diode (LED) units to avoid illegal connection causing fire incidents.


Using solar power LED lights is one way to discourage residents from connecting their electricity to the city’s streetlights, the mayor stated.

“If there are no streetlights which use electricity, then there will be no illegal connection anymore. We are also looking for the efficiency brought by this solar power LED lights, too,” he added.

The city is paying P7-million every month for all streetlights in the metropolis.

“Using solar power LED lights can save the city from paying P84-million per year. If the life of solar powered LED light is 10 years, then that is a big saving for the city,” said Mabilog.

The local chief executive will decide by next month whether to convert all streetlamps to solar power LED lights in the city next year.
The move was prompted by the fire incident over the weekend where 57 houses were gutted at Barangay Lopez Jaena Norte, La Paz district around 12:30 a.m.

The Bureau of Fire Protection (BFP) believed that overloaded electrical wiring in the area caused a short circuit and sparked the fire.
BFP-Iloilo City fire marshal Jerry Candido said they found power pilferers in the area, too.

The incident left 53 totally damaged houses while four were partially damaged, according to City Social Welfare and Development Office (CSWDO)-La Paz area in-charge Evelyn Olano.

DSWD VI hiring 100 encoders

The Department of Social Welfare and Development (DSWD) in Region VI announces that it needs 100 encoders for their National Household Targeting Unit (NHTU).


The unit manages the National Household Targeting System for Poverty Reduction (NHTS-PR), also known as Listahan, which is an information management system that makes available to national government agencies, local government units, and other social protection stakeholders a comprehensive list of poor families in need of assistance.

How to get to Guimaras Island

The island is located southeast of Panay Island and Northwest of Negros Island. It is separated from Panay by the 1.5-nautical mile wide Iloilo Strait which acts as a natural breakwater for Iloilo, and from Negros by the six nautical mile Guimaras Strait in which Iloilo City is the main gateway to Guimaras.

Fifteen beautiful, smart and talented Ilonggas were presented to the public on April 22 at The Shops at Atria as this year's candidates of Miss Silka Iloilo.

The beauties who came from different different districts and towns of Iloilo and Guimaras wowed the crowed as they sashayed the collection of Ilonggo designer Alfie J. Desamparado.

Miss Silka Iloilo is a prestigious, annual beauty search by Cosmetique Asia Corporation, makers of SILKA and Juicy Cologne products and organized by Travel and Marketing Experts Corp. This year's pageant is also in cooperation with The Shops at Atria and Ayala Malls, Robinsons Place Iloilo and Robinsons Place Jaro.

Hongkong investors to visit Iloilo City in May

Mayor Jed Patrick Mabilog revealed Monday that a group of 30 prospective investors from Hong Kong will be visiting Iloilo City in May to scout for economic opportunities in the metropolis.


This was the productive result of the joint Iloilo city and province investment mission in HK over the weekend.

Mabilog presented the city's portfolio before 50 Chinese investors during a dinner at Foreign Correspondents’ Club in Central Hong Kong even as they were briefed on steps for potential business partnership.

He stressed about the "SMART" investment priority areas of Iloilo City which provide services; manufacturing; agribusiness, arts and culture; research and technology.

The city also showcased the booming Business Process Outsourcing (BPO) sector which has generated more than 21,000 jobs because of the highly-equipped Ilonggos.

The economic triangle situated in Mandurriao district which serves as investment hub was strongly promoted.

In terms of tourism, more Esplanade projects are starting to sprout along waterway as offshoots of the rehabilitation and protection efforts of Iloilo River.

The Iloilo delegation also toured several sites in HK for an opportunity to meet with Filipino community.

Mabilog led the team of Local Economic and Investment Promotion Office (LEIPO) head Ritchel Gavan and her predecessor, Atty. Mary Joan Montaño.

They were together with provincial LEIPO Velma Jane Lao and board member Atty. Lorenz Defensor, on behalf of Governor Arthur Defensor.

Dr. Alfonso Uy, chairman-emeritus of Iloilo Economic Development Foundation, Inc. shared a case study on Filipino-Chinese businessmen while Roel Castro, president of the Palm Concepcion Power Corporation highlighted Chinese-invested projects.

Vice Consul Fatima Guzman Quintin of Philippine Consulate General in HK talked about the country's investment regime.

The mission was organized by the Philippine Association of Hong Kong (PAHK) Business Development Council in partnership with the consulate and in part by the International Entrepreneur Institute in HK. Over 14,000 vacancies in Labor Day Job Fair on May 1

Ilonggo jobseekers will be thrilled to know that the Labor Day Job Fair on May 1 at Atria Park District has more than 14,000 vacancies up for grabs!


The Department of Labor and Employment (DOLE) is calling on interested applicants to have themselves pre-registered for the Labor Day job fair to be held at the Atria activity center on Monday.

DOLE 6 assistant regional director Salome O. Siaton said that as of Thursday, 45 companies have already signified to join the one-day event on May 1 with 14,261 job openings.

Top vacancies for local employment are composed of workers in business process outsourcing (BPO) companies, billing and collection, teachers, customer service associates, travel associates, technical support associates, nurses, salesperson and supervisors.

Nurses and skilled workers are the most sough-after for overseas placement.

Siaton said that amid the exclusion of Negros Occidental, this year’s figure is higher when compared with the more or less 10,000 openings in last year’s similar activity.




The pre-registration is ongoing on at the Atria activity center and at the DOLE Iloilo Field Office. This will allow jobseekers to avoid the long queue during the day of the activity, Siaton said.

The job fair, while it highlights the Labor Day celebration, was also held in tandem with the “Weekend Tienda,” which on the other hand is a venue to allow micro, small and medium entrepreneurs to also find market for their products.

Now on its third run, the Weekend Tienda has already caught the interest of 70 exhibitors who signified to join the event. It will open on Friday with 100 kilos of vegetables to be cooked in four big bowls to be offered free to the public.

“The message is that there are farmers who are growing naturally-grown vegetables,” said Reynaldo T. Ambao, director of the Taytay sa Kauswagan-MSI Business and Development Services, one of the organizers of the Weekend Tienda.




The Department of Agriculture (DA) will purchase the vegetables to provide income to farmers while the ingredients will be provided by Atria’s Metro Supermarket.

Aside from these two major events, DOLE will also offer employment coaching and advocacy on entrepreneurship with 100 millennials expected to attend.

A one-stop-shop will also be established to assist applicants in their documentary requirements.

Their will also be awarding of outstanding workers and employees in the private sector and signing of the Voluntary Code of Good Practices of the Information and Communications Technology in the IT Business Process Outsourcing (BPO). [By Perla G. Lena/PNA]

Agustinian tops Bar Exam 2016

A law graduate of University of San Agustin is one of the topnotchers in the recently released Bar Exam 2016.


USA College of Law alumna Allana Mae Babayen-on got a rating of 88.75% to rank at no. 4 in the bar exam given last November 6, 13, 20, and 27 last year at the University of Sto. Tomas (UST).

A native of Brgy. Belen, Banate Iloilo, Babayen-on finished her Political Science degree as Magna Cum Laude at West Visayas State University in 2009 and as Top of the Class in Bachelor of Laws at University of San Agustin. She is currently working in Bids and Awards Committee of Iloilo Provincial Capitol.

Join the Mango-Eat-All-You-Can on May 11-22

Those who have tasted the mangoes grown from Guimaras can attest to its distinct sweetness. For those who have not yet, you will have a chance to eat as much Guimaras mangoes as you can this summer!


In line with Guimaras province’s Manggahan Festival 2017 celebration, the Provincial Office of Agricultural Services is spearheading the Mango-Eat-All-You-Can on May 11-22.

The activity will take place at the Guimaras Provincial Capitol Grounds, San Miguel, municipality of Jordan on May 11, 15, 16, 17, 18, 19, 20, 21 and 22. On May 11, Mango-Eat-All-You-Can will be held from 8:30 a.m. to 11:30 am. For the other days, it will be held on the same morning schedule and in the afternoon at 2:30-4 p.m.

Do not pass up this sweet opportunity. To join, register at 8 a.m. for the morning session and 2 p.m. for the afternoon session. Registration fee is P 110, which is quite a steal as you will be eating Guimaras’ export-quality mangoes. You will be given 30 minutes to eat as many mangoes as you can.

You are encouraged to eat your choice of green mangoes or ripe mangoes with your bare hands. You may even pair it with sticky rice (“ibos) or shrimp paste.

While in Guimaras, you may also explore its white sand beaches, picturesque coves and islets as well as religious, historical and heritage sites, experience agro-eco adventure and learn how Guimaras’ mangoes are produced.

Getting There

If you are coming from Iloilo City, take the ferry bound for Jordan from the Iloilo-Guimaras Ferry Terminal. From the Jordan Wharf, take a jeepney or tricycle going to the Provincial Capitol.

Iloilo City amazes assessors

Iloilo City successfully hosted the 12th National Convention and Annual Continuing Professional Development (CPD) Seminar on Real Property Appraisal and Assessment of the Philippine Association of Assessing Officers (PAAO), Inc. at Iloilo Convention Center May 2-5.


The big event gathered some 1, 200 municipal, provincial and city assessors, and private appraisers, in the country.

City Assessor Nelson Parreño, who is also PAAO national chairman, noted the delegates lauded the developments happening in the metropolis.

“When I first became national president in 2008, we held our convention here. I am very proud because some of the 1, 130 delegates who also participated during the convention in 2008 said that Iloilo City is very clean and has improved a lot during the term of Mayor Jed Patrick Mabilog,” stressed Parreño.

He added the convention also boosted the city’s economy.

“Some of the delegates went to pasalubong center and bought a lot of delicacies while some of the delegates visited Smallville area,” said Parreño.

He added that treasurers also participated since they are partners in local government units.

“Under the Republic Act 9646, you cannot be appointed as assistant to provincial, municipal or city assessor not unless you are a real estate appraiser. In order for you to renew your license every three years, you have to acquire 45 CPD units, so this seminar was intended to help them acquire the units needed,” explained Parreño.

“The convention became our avenue, too, to know the problems of our fellow assessors. We also compared notes of our functions under the Local Government Code,” he added.

Among the topics tackled during the convention were Essence of Data Collection Sheets or the Preparation of SMV; Updates on manual Real Estate Appraisal and Assessment Operations/ Other Laws and Jurisprudence on Real Property Assessment and Appraisal; Land Titles and Deeds; Appraisal and Assessment of Buildings and Other Structures; Issuance of Tax Declaration on Newly Patented Residential and Agricultural Lands; Appraisal of Special Purpose Properties; Real Property Records Management and Tax Impact Study.

City Hall gets P3.4-M performance incentives

Iloilo City Hall’s performance in terms of good governance has paid off and will result to more projects for the people.



After bagging the 2016 Seal of Good Local Governance (SGLG) of the Department of the Interior and Local Government (DILG), the City Government through Mayor Jed Patrick Mabilog received the P3.4-million Performance Challenge Fund (PCF) incentives.

City DILG chief Atty. Ferdinand Panes turned over the PCF check to Mabilog during Wednesday Group meeting May 10 attended by all department heads, divisions and task forces.

“The PCF is an incentive given by the national government through the DILG to Local Government Units (LGUs) that were SGLG 2016 awardees,” said Panes.

The SGLG is an award given to LGUs that were able to pass the three core areas including Financial Administration, Disaster Preparedness and Social Protection and at least one essential area on Business-Friendliness and Competitiveness, Peace and Order, and Environmental Protection.

“Absence of one core area means disqualification. For the part of Iloilo City, it passed all the core areas and almost all essential areas in the criteria,” added Panes.

Mabilog personally received the plaque during the awarding in Manila last year.

Panes explained the PCF can only be used in development projects of LGUs and proposed projects should be approved by DILG.
Panes said he is confident that Iloilo City has big chances of getting back-to-back recognition this year.

“We are now preparing for the 2017 SGLG regional evaluation on May 23. Given that Iloilo City passed the regional evaluation, there will be evaluators coming from DILG main office who will come here to confirm and validate again,” he added.

Panes noted the DILG has set different criteria for this year’s award.

“If before, the LGU needs to pass the three core areas and one essential area, this time, they need to pass four core areas and one essential area,” he said.

The core areas will now include Financial Administration, Disaster Preparedness, Social Protection, and Peace and Order.

Iloilo City cited as model for community-based disaster preparedness in PH

A two-year community-based disaster preparedness project involving 9,238 local residents and vulnerable groups in Iloilo City concluded recently making the city a model for multi-stakeholder participation in promoting disaster resilience.


The Japan International Cooperation Agency (JICA), Japanese non-profit group CITYNET based in Yokohama, and the Iloilo City Government implemented the program to enhance disaster preparedness and response at the local level while promoting knowledge exchange between Japan and the Philippines.

Japan and the Philippines share common experiences in disasters since both nations are located on the Pacific Ring of Fire. Given our vulnerability to earthquakes, floods, and other natural disasters, disaster awareness and preparedness is critical at the community level to minimize risks and losses," said Kazuko Kurashina, Director of the Partnership Program Division of JICA Yokohama.

The program Community-Based Adaptation and Resilience Against Disasters (CBARAD) were piloted in five disaster-prone barangays in Iloilo City and launched a KABALAKA volunteer program that involved students and teachers in disaster preparedness advocacy campaigns.

The project also profiled and enjoined vulnerable groups in Iloilo City such as the persons with disabilities (PWDs), elderly, and children.




Lessons from Japan's experience on disaster preparedness and recovery were also shared through study visits of local government to Japan to study crisis management, resilient infrastructure, and collaboration models involving academe, communities, and PWDs.

A KABALAKA gallery, an interactive exhibit featuring disaster preparedness and survival, was also launched in Iloilo City under the CBARAD project.

"We hope that the Iloilo City community-based disaster preparedness model will be sustained and adopted by other LGUs," added Kurashina.

CBARAD succeeded JICA's earlier assistance to a flood control project in Iloilo City following the devastation from Typhoon Frank in 2008. The disaster affected about 254, 000 people and accounted for US$16.41 million damage to the city's economy.

As part of JICA's development cooperation assistance to the Philippines since the 1960s, the aid agency has been supporting the country in capacity building of frontline government agencies involved in disaster management, and in building socio-economic infrastructure to mitigate impact of disasters.
