16,000 jobs up for grabs in PESO Iloilo Job Fair

Nearly 16,000 job vacancies are available during a one-day job fair facilitated by the Public Employment Service Office (PESO) in Iloilo province on June 1.


PESO-Iloilo department head Francisco Heler Jr. said 113 companies already confirmed to join the job fair at the Capitol.

A total of 93 of these companies are for local employment of business process outsourcing, tutorials, retail and merchandising, automobile, hospitals, banks, malls, hotels, engineering and logistics.

Meanwhile, 20 of these companies are for overseas employment.

“But we are targeting 140 to 150 companies to participate,” he said.

Heler said that public assistance desks will be established by various agencies to assist the jobseekers for their needed requirements and to address their concerns.

These are the Department of Foreign Affairs (DFA), National Bureau of Investigation (NBI), Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), Professional Regulation Commission (PRC), Philippine Health Insurance Corporation (Philhealth), Technical Education and Skills Development Authority (TESDA), Philippine Statistics Authority (PSA) and the Department of Labor and Employment (DOLE).




Special lanes will also still be available for persons with disabilities (PWDs), Indigenous People (IPs) solo parents and beneficiaries of the Sustainable Livelihood Program (SLP) and Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD).

On top of the job fair, the PESO-Iloilo has partnered with the provincial tourism and agriculture offices to provide investment opportunities to business aspirants.

“These two sectors, the tourism and agriculture, are key employment generators and we are partnering with the Negosyo Center of DTI (Department of Trade and Industry) to provide interventions to those who do not want to be employed but they rather want to join in the investments,” Heler said.




However, the PESO-Iloilo said that they are still finalizing this plan.

Through the series of job fairs conducted over the years, Heler recalled that 3, 474 applicants were hired in 2016, 442 of them were hired on the spot.

The number grew in 2017 wherein 5, 208 were hired, 369 of them were hired on the spot.

Mayor's Cup basketball tourney kicks off April 29

As part of the City Government’s sports program through City Sports Division, Mayor Jose Espinosa Cup Iloilo City Invitational Basketball Tournament will kick off 1:00 p.m. at La Paz Plaza Covered Gym April 29.


“I’m glad to know that this year, we were able to gather more than 30 teams from different categories. I can’t wait to witness how they’ll play the game. I believe that more than their job, they deserve to have some time for sports. This will help them improve their physical and technical skills. This will also give them the chance to meet new people and friends. The city government will continue promoting sports program like this,” Espinosa stressed.

City Sports Division Officer-in-Charge Moises Salomon, said the tournament has four categories which are Inter-Agency, Inter-District Barangay Official, Open, and 40-Up.

“We didn’t expect to bring together a large number of participants this year. It only shows that members of different sectors continue to support us so we are inviting everyone to join us this Sunday. After the ceremony, we’ll start with the first set of game. We assure you that the game will be more exciting this time,” Salomon added.




For Inter-Agency Category, Bracket A is composed of Iloilo City Government, Bureau of Fire Protection (BFP), Department of Labor and Employment (DOLE), Philippine Coast Guard, and Developmental Bank of the Philippines (DBP). Bracket B includes S.W.A.T., Iloilo City Police Office (ICPO), Bureau of Jail Management and Penology (BJMP), Department of Education (Dep Ed), and Government Service Insurance System (GSIS).

Bracket A for 40-up Category are Iloilo Tuesday Club, Kris DB Deocampo, Iloilo City Government, Duterte Starr and UK Sports while Bracket B are Legends, NBI, CPU Agahan, MASA, and Double J Builders.


Inter-District Barangay Official Category is composed of Arevalo, City Proper, Jaro, La Paz, Lapuz, Mandurriao and Molo Districts.

5,000 to join Iloilo Bike Festival 2018

More than 5,000 participants are expected to join the 5th Iloilo Bike Festival on May 1-6 organized by the City Government through City Sports Division in partnership with Megaworld Corporation.


This year’s event positions the metropolis as “BIKEcation destination.”

“Biking has become the Ilonggos’ hobby these days. We have a very bike-friendly environment. We already have bike lanes for our bikers to be safe and more comfortable. Let’s all help ourselves to be fit and healthy to avoid sickness by joining this activity,” Mayor Jose Espinosa III said.

Festival director Arch. Wilfredo Sy said the week-long event’s goal is to make Iloilo City a bike destination while promoting healthy lifestyle among the Ilonggos.

“This year, our goal is to be identified as the most bike-friendly city. We’re confident to be nominated since we have more bike lanes, new university loop, and bicycle ordinances. We have a very strong cycling community here,” Sy said.

“We would like to invite everyone to join the bike festival. Let’s make a fun and enjoyable week of various events,” he added.

Iloilo City Library opens Children's Nook

The Iloilo City Public Library (ICPL) has opened the Children’s Nook at second floor of City Hall May 2.


It aims to teach children aged 4 to 10 years old with various arts and craft this summer.

“We would like to invite the parents and their children to visit the Children’s Nook. This is City Government’s way of providing venue for children to enjoy summer season while learning new things,” said Mayor Jose Espinosa III.

“This is a summer workshop for our children every May. Since these children have no classes this summer, we think of ways on how to teach them arts, crafts, and mosaic, among others,” said City Librarian Marion Aguirre.

Children were taught on how to design and turn cans into piggy banks.

The summer workshop is only every Wednesday afternoon in order not to disturb readers and researchers in the library, Aguirre noted.

The City Library only accommodates 30 children every week on a first-come, first-served basis due to limited space. On May 9, children will be taught on how to decorate their things using beads. The May 16 session is rescheduled on May 18, wherein children will be taught on how to properly draw and color; and mosaic class will be on May 23.

Culminating activity is on May 30.

Aguirre stressed that with the trend of technology, it is important to teach traditional arts to children.

Iloilo Bike Festival to hold Transport Forum on May 4

To help the cyclists know their roles and rights inside the road, the 5th Iloilo Bike Festival (IBF) committee is organizing a Transport Forum at The Box, 2nd floor of Iloilo Museum of Contemporary Art (ILOMOCA), Casa de Emperador, Iloilo Business Park May 4 at 1pm.


“The City Government is glad that in this way, people especially cyclists and public utility jeepney (PUJ) drivers would know their roles on roads and also learn how to respect each other’s line when biking or driving ,” Mayor Jose Espinosa III said.
“The initiative is manifestation of the city’s commitment to being a bikeable and livable city,” IBF 2018 Festival Director Wilfredo Sy Jr. said.

Sy said the festival was first launched in 2013 to celebrate the growing biking culture and community in the city as well as inspire and encourage others to embrace the biking lifestyle as a form of sports, exercise, transportation and recreation.

Through the years, IBF has gathered more than a thousand bikers not just from the city but also from neighboring provinces and regions, he added.

One of the forum organizers, Joseph Allen Españo said, the activity aims to promote road sharing among people.

“There are people who walk, bike, and persons with disabilities (PWDs) as well who use our road, so we will be discussing about road sharing and how to properly use the roads for our safety,” said Españo who is also vice president of In Solidum Student Council of University of Iloilo College of Law.

“Some people are not giving importance to bike lanes within the city,” he noted.

The series of pre-pageant activities are hosted by the 5 municipalities so as to bring Mutya ng Guimaras events nearer to the residents. This is also to give each town the chance to take part in the activities that go with the pageant preparations while showing heir town's warmth hospitality.




The Search for Mutya ng Guimaras is among the many event highlights of the Manggahan Festival this May 11-22. The coronation night will be on May 18, 2018 at the Provincial Capitol Gymnasium.

1 rebel killed, 3 soldiers hurt in Iloilo clashes

A rebel was killed and three soldiers were wounded in separate encounters between troops of the Philippine Army’s 61st Infantry Battalion (61st IB) and members of the New People’s Army (NPA) in Iloilo province on Saturday morning.


The rebel was killed in the first encounter in Sitio Anoy, Barangay Cabalunan in Miag-ao town at about 5:49 a.m.
Brig. Gen. Pio Diñoso, commanding officer of the 301st Infantry Brigade, said in an interview that the slain rebel has yet to be identified as the Scene of the Crime Operation of the Philippine National Police is still investigating the scene. Soldiers recovered one M653 and AK-47 firearms.

The soldiers were patrolling the village of Cabalunan when they encountered about 15 rebels who were the first to shoot. The firefight lasted 10 minutes, said Diñoso.

“There are locals reporting to us that there are NPAs in the area doing some extortion and recruitment so we conducted a community protection patrol,” he said.

Meanwhile, another encounter between troops of 61st IB and 10 NPA members took place in Caratagan village, Calinog, Iloilo.

Diñoso said the soldiers were on their way to the village after receiving reports from locals about the presence of the NPA in the area when an explosion occurred and wounded three soldiers.

A 10-minute firefight ensued, he said, adding that his men sustained only minor injuries.

“They even wanted to continue with their operation,” Diñoso added.

The wounded soldiers, however, were pulled out to be given anti-tetanus shots. “Hopefully, after they will be given (anti-tetanus) shots, they will get back to their operation,” he said.

Diñoso said the two encounters are manifestations that the public has already mustered the courage to help government forces by giving them information on the activities and whereabouts of the rebels.

“Maybe, the public is already tired of the extortion and recruitment activities of the NPAs. That is why they are already helping us,” he said.

Honest SM City personnel receive commendation

Honesty seems to be a lost art among many people.

But the commendable acts of two SM City Iloilo security guards and a maintenance personnel are testaments to the popular saying “Do Small Things with Great Love”.

SG Alcain is stationed in SM Cinema and he usually does clearing operations every after each movie showing. In those times, he have shown exemplary honesty in finding things left by customers in the area—several times, he found wallets on separate occasions and were accordingly turned over to the owners after verification at the mall’s Customer Relations Services(CRS) office.

In one instance, SG Jacinto Alcain Jr. found an iPhone 7 but he did not think twice in having it turned over to the CRS office.




The same is true with another honest security guard who also found a wallet containing cash. The worried owner went to the CRS office and was relieved to find out that her wallet was found by SG Jomarie Paredes stationed at the Foodhall of the mall. He would have preferred to keep the item as it is quite tempting but he returned it.

On another occasion, a maintenance personnel of RKJ General Services and Sales Inc in the name of Marvin Estember, also found a wallet containing cash in the male comfort room in the Northpoint of the mall which the said personnel immediately turned over to the CRS office. The owner was appreciative of the gesture and was happy to have his wallet back.

The said mall personnel were given commendation for their honesty and integrity by the management of the mall.

DA Region 6 conducts value-adding training for rural women in WV

The Department of Agricuture-Regional Field Office 6's Gender and Development (GAD) Focal Point System conducted a farmers' forum for the rural women in western visayas at Iloilo Research Outreach Station, Sta. Barbara, Iloilo, May 8.


With the theme "Agri-negosyo para kay Juana sa Pag-umwad sang Pamilya,"this year's farmers' forum aims to capacitate rural women through value-adding trainings.

Ms. Carmelita Fantilanan, GAD FPS Team Leader, encouraged all participants to be attentive in every lecture. She is positive that this training will help them come up with an additional income for the family.

"Let us take this training as an opportunity to grow and a window for a better life," said Fantilanan. "

Mr. Glenn Mariano and Mr. Eden Panisales of the Western Visayas Integrated Agricultural Research Center(WESVIARC) conducted a training in mushroom burger patty, mushroom ice cream and crispy mushroom making.

Meanwhile, Ms. Mayflor Cepeda conducted a training in cassava cake and cheese cupcake baking.

All participants were very eagerin listening to all the recipes that were presented. They were amazed because with little ingredients needed, they can already replicate it in their own homes.

Aside from the training, all participants also received garden tools such as rake, spade, pruning shear and sprinkler. Also, the Iloilo ROS distributed planting materials and vegetable seeds.

Iloilo City scholars screening starts May 11

The Iloilo City Government will accept applications for its educational financial assistance program starting May 11-25.
Mayor Jose Espinosa III initiated the program that will benefit 200 incoming freshmen scholars for school year 2018-2019. Each scholar will receive P1,000 monthly.


Forms are available at Local Youth Development Division at 6th floor of City Hall.

Applicants should submit an accomplished Scholarship Application Form; two passport size colored pictures; certificate of residency issued by Punong Barangay both for the applicant and parents or legal guardian; certificate from the City Commission on Election (Comelec) that the applicant’s parents or legal guardian are registered voters of Iloilo City; Income Tax Return (ITR) if any, if both parents, or the legal guardian have business or self-employed; BIR Form 2316 if any of parents or the legal guardian is employed; Tax Exemption Certificate if any or both parents or legal guardian belongs to non-formal employment; and Certificate of good moral character and Form 138.

The city’s Scholarship Commission will check and finalize the list of pre-qualified applicants for the competitive exam on May 28-31.
The list of pre-qualified applicants for the competitive exam will be posted on June 1 while the competitive exam and finalization of qualified applicants will be conducted on June 4-8.

The list of names of qualified scholars will be posted on June 15.




“I am inviting those who want to finish college despite financial difficulty to apply and have the chance to become city scholars to support their studies,” Espinosa said.

Applicants must be residents of Iloilo City; should have good moral character; both parents or legal guardian must have a total gross income derived from livelihood, business, occupation, exercise of profession, allotment or pension of not exceeding P220,000 per annum for the last two preceding years; registered voters of Iloilo City; a graduate of any public or government recognized private senior high school with an average of 85 percent provided without final rating of 80% in any subject in the final year; and must be enrolled in any bachelor’s degree courses provided by Commission on Higher Education (CHED) except courses offered at Iloilo City Community College; and enrolled in schools recognized or accredited by CHED. 50 MSMEs to join 3-day Trade Fair at Jaro Plaza

The Iloilo City Government in partnership with Produkto Lokal will hold a Trade Fair at Jaro Plaza Bandstand starting 4pm on May 25-27.


“Mayor Joe III Espinosa’s Pag-Ulikid program aims to bring social services closer to the people. He also advocates for ‘Invest, Invest, Invest’ to strengthen the business climate in the city as well as promoting micro- entrepreneurs. That is why the City Government partners with them for this three-day Trade Fair,” Local Economic and Investment Promotions Office (LEIPO) head Ritchel Gavan said.

Produkto Lokal is being run by the Youth First Initiative which gathers micro-entrepreneurs and provides them with venue where they can display their products for selling.

The activity will gather 50 exhibitors who belong to food, non-food, and farm sectors.




“Through the LEIPO, we expose these micro- entrepreneurs to the market, then link them to the suppliers, provide assistance to them by helping them how to register their business and link them with financial institutions for them to become part of formal economy,” Gavan said.


She noted the City Government plans to conduct the Trade Fair every month.

Over 33,000 vacancies at PESO Job Expo on June 1

Some 33,120 vacancies are available for the upcoming June 1 Job Expo of the Public Employment Service Office (PESO) in Iloilo province.


The available jobs doubled compared to the previous 16,000 solicited by PESO as of the third week of April.

PESO Manager Francisco Heler Jr. on Thursday said that there are already 156 companies which confirmed their participation as of May 9.

Of the number, 127 companies are for local employment and 29 for overseas employment.

Heler said that the available jobs are expected to increase as more companies are still expressing interest to join the expo.

`The jobs available are call center agents, teachers, sales agent, nurses, physical therapist, medical technologist, doctors, pharmacists, carpenters, welders, engineers (mechanical, civil or electrical), drivers, technicians (electrical, mechanical or aircon), information technology technicians and computer operators maintenance.




As of the moment, there are already 348 jobseekers that pre-registered to PESO office.

Heler called on to more job applicants to pre-register in their office at the third floor or Iloilo Provincial Capitol to avoid long lines during the job expo.

“We are calling to interested applicants to take this opportunity because this is a big job fair,” he said.

Heler said the job expo is anchored with the theme “Trabaho, Negosyo at Kabuhayan sa Agricultura at Turismo.”

Aside from the available jobs, the event will also involve pre-employment orientation, basic entrepreneurship training, tourism awareness seminar and livelihood opportunities in agriculture through its partnership with the provincial tourism office and agriculture office, he said.

Free transport for the job hunters will also be provided several local government units in the province.

These towns include Alimodian, Anilao, Barotac Viejo, Cabatuan, Concepcion, Igbaras, Janiuay, Lambunao, Leon, Maasin, Miagao, San Miguel, Sta. Barbara, Tubungan and Zarraga.

Special lanes will also be available for persons with disabilities, solo parents, Indigenous People, and beneficiaries of the Sustainable Livelihood Program (SLP) and Pantawid Pamilyang Pilipino Program of the Department of Social Welfare and Development. (By Cindy Ferrer, PNA)

On the other hand, CBRT or Experiential Tourism Circuit was developed to enjoin the host communities to protect and conserve the environment, promote cultural heritage, and create opportunities for locals. Hoskyn CBRT features the tultul making industry, where salt slabs are created from dagsa, marooned coastal wastes. San Roque CBRT is home to Suba Malawig. Sapal CBRT houses its nipa, baryos, and buri weaving community. Rizal CBRT focuses on miniature galleon and boat making. Tamborong CBRT presents the pilgrimage site and peaceful retreat area. The Educational and Research Circuit includes a visit to locations connected to food innovation, marine reserve, crop development, and nature conservation and preservation.

Places in this circuit include McNester Food Processing Factory where mangoes and other fruits are turned into jams and juices, Taklong Island National Marine Reserve, GTIC Pasalubong Center, Bureau of Plant Indusry (BPI) – Guimaras National Crop, Research Development Support Center, Southeast Asian Fisheries Development Center (SEAFDEC), Guimaras Provincial Capitol, Big Fortune Farm, and the JBLFMU Ecological Park. A popular destination is the Igang Marine Station in SEAFDEC, which consists of four islets and floating fish cages that hold different species of marine life. The station provides marine-related technical and research assistance to local farmers as well as stakeholders from Southeast Asian countries.


The Historical Circuit brings local and foreign tourists to sites which are of great historical significance to the island. Roca Encantada, the mansion-atop-a-hill of the Lopezes and considered as a cultural heritage belongs to this circuit. Along with it is the Old Guisi Lighthouse, one of the two oldest lighthouses built during the Spanish colonial times in Guimaras. Navalas Church, the oldest Catholic Church built with sillar or coral rocks during the early Spanish colonization is on top of this circuit, along with McArthur’s Headquarters which was built as the fortress of the Americans in the 1800s.


Bala-an Bukid, Trappist Monastery, Consoler’s Immaculate Heart of Mary Church, and Holy Family Hills are also within this circuit.

The Island Hopping Circuit is especially made for those who love the sun, sea, and sand. The tour covers Sto. Nino Island, Ave Maria Islet, Isla Naburot, Baras Beach, Jordan Marine Reserve, Taklong Island, and the Southeast Asian Fisheries Development Center (SEAFDEC) Igang Marine Substation. Coves, sandbars, rock formations, mangroves, numerous islets, white sand beaches, and abundant marine life are the stars of this circuit, making Guimaras a year-round summer paradise for both locals and tourists.

Finally, Guimaras has also organized the Sightseeing Circuit which covers galleon making, Roca Encantada, Navalas Church, Holy Family Hills, OLP-Trappist Monastery, Neptune Pittman Garden Resort and Spa, Bureau of Plant Indusry (BPI) – Guimaras National Crop, Research Development Support Center, Valle Verde, Guisi Lighthouse, JBLFMU Ecological Park, and Alubihod Beach Areas. Valle Verde is a mountain resort famous for its panoramic and picturesque view of Lawi cove and Iloilo Strait, and the hot spring found 300-steps below.

Iloilo City tops Child-Friendly Governance in Western Visayas

Through its continuous effort in promoting children’s right to survival, development, protection and participation, Iloilo City Government was declared a recipient of 2017 Seal of Child-Friendly Local Governance with the highest score of 98% among cities in Western Visayas.


Iloilo City will then compete for Presidential Award for Child-Friendly Municipalities and Cities (PACFMC) in the country.

“Garnering a total score of 98% means the city was able to provide quality education, shelter, health and protection to children. I commend the Iloilo City Council for the Protection of Children and the hardworking Barangay Council for the Protection of Children (BCPC). They’re the ones who worked for implementation and compliance,” Mayor Jose Espinosa III said.

Espinosa said the city will work on the construction of halfway house for homeless street children and Children in Conflict with the Law (CICL).

Merlyn Gison, focal person for Children and Youth of City Social Welfare and Development Office (CSWDO), said during the validation, programs which are based on category of children’s rights were verified.

“We’re glad that the city complied with the proper utilization of 1% fund for daycare services, health and nutrition; provided shelter facilities for abused children and those under rehabilitation; training for BCPC, and financial and educational aid for indigent students. These are the factors which brought us to the top,” Gison stressed.

Iloilo City Librarians craft mother tongue books

Fifty librarians were trained to create books in dialect by the National Library of the Philippines (NLP) during a Training Workshop on the Development of Children’s Books in Mother Tongue at City Hall Penthouse May 15-17.


The initiative was conducted for the purpose of helping subject teachers to produce books in order to fill the scarce resources in K to 12.

Iloilo City Public Library head Marion Aguirre said the outputs of participants will be compiled, produced, and distributed to various libraries here.

“This is very significant because we are teaching mother tongue to our pupils but due to the scarcity of mother tongue books, we only have limited materials in schools as well as in libraries,” Aguirre said.

The training was funded by the National Commission for Culture and the Arts (NCCA) with the help of NLP.

“Since NCCA witnessed the good results of the project, hopefully, this will be given enough budget and will continue for the next years to come,” said Flordeliza T. Quiñones, assistant chief of NLP’s Reference Division.

“We also wanted to encourage the private schools in Iloilo and make them aware and I think they will follow this program,” she added.

The raffle was drawn January 23 this year and picked two lucky millionaires from QCL and Kwarta Padala services of ML. This moment made Ricablanca, a 48 year-old OFW turned businesswoman from Sagahan, Toboso town, a millionaire.

Clarin, together with Regional Systems Technician Ireneo Lastimosa, Area Manager Area B of Neg. Occ. Maria Clarice Erojo and Branch Manager Reyflor Magan turned over the P1M check (tax-free) to Ricablanca on March 14 at ML Toboso Branch.

“Now that I received the check, I am now happy that God gave me more than what I prayed for,” Ricablanca said with excitement, adding “I was just hoping that I have pawned in ML will be redeemed. But He gave me a million.”

‘LUCKY GOLD’
Ricablanca in an interview said that pawning of jewelry has been a way to circulate more money for her capital since 2015. With these transactions with ML, her business is growing and it gave her the way to help her neighbors through lending them money, she added.
She was an overseas worker in a taxi company in Dubai for almost eight years, and went back in the Philippines and started ‘bolante’ or trading goods like rice, and dried fish around Toboso with his husband who is a former lender.

Ricablanca said she started small but when she found out that she can avail low-interest rates through ML’s QCL service, she gambled to pawn her bracelet for P23,000 until it became a regular routine.

“I told my husband that we will just focus on trading and we both quit our job and bought a car to start our business and our capital was not enough to grow our business until we rolled out the money I got from my pawned jewelry,” she said.

Area Manager Maria Clarice Erojo also said that ML has only 3 percent interest rates which are comparably low with other pawning shops, adding with low-interest rates, every branch of ML is also taking an effort to remind and follow up their customers to not let their jewelry unredeemed.

Ricablanca also added that the services that ML staff are offering made it easy for her to comply with regularly paying the interest rates and the principal amount she loaned.

“We want to earn the trust of our customers through doing beyond what is told to us. When we get their trust, they continue to patronize MLhuillier like what Miss Elsie does,” Erojo said.

Ricablanca said that she makes 3 to 4 transactions weekly as more people are asking her help especially when there are emergency situations.

“Maybe my gold (jewelry) are just lucky because more opportunities to grow my business opened when I started pawning with ML,” she said, adding “The blessing also came because I am also lucky to share it with other people.”

With P1M on her hand, she said she wanted to put up a bakery shop to grow her business and help more people in need in her hometown, as God had already fulfilled her wishes she asked Him.

Clarin said they will create more promos to reach out more customers and give them the services offered by ML.

“After this, we will have more, with the same mechanics this year,” she said, but this time they will give two winners up to P500,000 and 100 winners of minor prizes.

Erojo said that more raffles will be conducted to attract more transactions from loyal customers, assuring that the service they provide them is safe and secure.

“We will find ways to make them happy in return for the trust they put into us,” she said.
