Iloilo City hailed as Most Improved in PH

Iloilo City was hailed most improved metropolis in the country during the 6th Regional Competitiveness Summit at Philippine International Convention Center, Pasay City August 16.


Iloilo City won First Place Most Improved Local Government Unit (LGU) Highly Urbanized City in the Cities and Municipalities Competitiveness Index (CMCI) Awards 2018.

“It's a very significant award for the city considering that we were number 32 last year, and moved to number 11 this year,” stressed Mayor Jose Espinosa III.

He said the recognition manifested the city’s excellent good governance with the strong partnership with stakeholders in bringing efficient and inclusive delivery of public services to the people.




It also ranked No. 4 in Government Efficiency, although leading outside Manila, in the league of big cities in the National Capital Region that placed in the Top 3.

Iloilo City almost made it to the Top 10 as it ended No. 11 in Overall Most Competitive, Economic Dynamism and Resiliency categories.
More than 1,500 LGUs competed for CMCI awards this year.

“Investors always look at the results of this summit. Our people deserve an efficient, effective, and responsive government service.

I must reiterate President Rodrigo Roa Duterte’s call to our LGUs: we must start streamlining our business permits and licensing procedures as mandated by the RA 11032,” Department of Trade Secretary Ramon Lopez told LGU officials during the awarding ceremony.
Lopez hoped the winners will inspire others to improve their business climate.

The DTI chief challenged local chief executives to reinvent their ways of delivering government service and urged all LGUs to level up the competitiveness of their localities to attract more investments and to create more jobs for the people.

CMCI is an annual ranking developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development (USAID). (Iloilo City PIO)

Megaworld adds South Wing to Saint Dominique condo tower in Iloilo Business Park

Megaworld Corporation announces that they are adding more residential units to Iloilo Business Park to meet the booming demands for properties inside their township in Mandurriao.

Following brisk sales of residential condominiums inside the 72-hectare Iloilo Business Park, the property giant is adding another wing to Saint Dominique, its 7th residential tower in the township.

Located right at the heart of Iloilo Business Park just within the stretch of Festive Walk Parade and across Richmonde Hotel Iloilo and the Iloilo Convention Center, the 10-storey Saint Dominique South Wing offers an additional 152 prime residential units ranging from Studio (up to 35 square meters); one-bedroom (up to 50 square meters); two-bedroom (up to 79 square meters); and loft units (up to 38.5 square meters). “The interest on Iloilo Business Park has built up to a level that we have never expected. National Camella Day 2018 rocks Iloilo!

In celebration of its 40 years of building homes for Filipinos, the country's largest home builder Camella hosted the National Camella Day (NCD) 2018 fair in four key areas of the country, with its third stop at Vista Mall Iloilo on August 18.


Now on its 2nd year, the National Camella Day kicked off its month-long celebration in Bataan (North Luzon) on August 5, then visited Davao for Mindanao leg last August 12 before hitting Iloilo this August 18. The culminating activity will be in Cavite (South Luzon) for the final leg on the 25th of this month.

The tagline for this year's NCD celebration is 'Taga-Camella Ako' which aims to evoke a sense of pride and love from homeowners and stakeholders of Camella brand.

"We want each of our homeowners in Iloilo to proudly say, "Taga-Camella Iloilo ako," said Ms. Lily Donasco, Division Head of Camella Visayas-Palawan.

One of the highlights of the afternoon program is the Dance Contest participated by 6 competing groups, namely: PRF Kidz, Siztahood, D'Fuse, Velocity X Dance Crew, Crewstyler Iloilo, Groovestyle, Fresh Hoodz, and Brother Aces Hoodz.

Iloilo City eyes P500-M loan for sports arena

Iloilo City government is eyeing a P500-million loan either with the Land Bank of the Philippines (LBP) or the Development Bank of the Philippines (DBP) to finance the construction of the Iloilo City Sports Arena.

During Monday’s regular session of the Sangguniang Panlungsod (SP), the local council passed a resolution authorizing Mayor Jose S. Espinosa III to “negotiate on behalf of the city government” for the proposed loan agreement.

Espinosa, in his letter to the council, said the city government is “most-likely co-host with the province of Iloilo when national sports events are being held yearly”. These include the Batang Pinoy, Palarong Pambansa, Unigames and National Open.

He, however, said it is “unfortunate” that this city lacks basketball and volleyball courts that can pass the requirement for hosting a national tournament.

The lack of these facilities “limits the discovery of local aspiring athletes for amateur and professional level likewise to host games of the University Athletic Association of the Philippines, National Collegiate Athletic Association, and Super Liga.

“As a sportsman, I believe we owe it to our youth to give them the best sports facility that we can offer,” he said.

The mayor envisioned a 5,000-seat arena that can be offered to international games such as the Southeast Asian Games and Asian Games.

The project has been included in the 2017 to 2019 Annual Development Plan of the city government and approved by the Iloilo City Local Development Council.

Meanwhile, Councilor Plaridel Nava, in expressing support to the resolution, said the project “is long overdue”.

“This deserves support from all sectors considering that this will be a state-of-the-art. I think we have to let the people know that this is something that we can be proud of,” he said.

He said the Philippine Olympic Committee and the FIBA in the Philippines have submitted biddings to the FIBA International for the hosting of the World Championship in 2023.

There is a good chance, he said, for the Philippines to win the bidding.

If the Philippines wins, then it has to select at least four cities to host the bracket games, he added.

“Iloilo City will be a potential host for any bracket,” he added.

Gear up for Salomon X-Trail Run Pilipinas 2018 in Iloilo

The biggest trail race in the country - Salomon Xtrail - is coming to Iloilo on its 3rd leg of this year’s Xtrail series on September 16, 2018. Reputed as the #1 gear in trail running, Salomon annually holds the Salomon Xtrail Pilipinas since 2010. The race is one of Salomon’s trail running race series in the Asia Pacific Region, namely in Malaysia, Singapore, Taiwan, and the Philippines.


Known for being a technical trail running race, the “X-Trail” branding includes a mix of different terrain & surfaces - dirt, rocks, sand and concrete paths. Aiming to resonate with the brand’s core purpose of inspiring people to play and progress in their chosen outdoor pursuits, this year’s Salomon X-Trail Run is sure to pack a lot of enjoyable yet exhilarating obstacles ahead. Eyeing at least 300 participants, the 2nd Salomon X-Trail Run in Iloilo will consist of 2 race categories, namely, “Trail Run” category with 8km & 14km and the more technical “Mountain Run” with 24km & 32km distances.

Beyond boundaries

Transcending the boundaries of human capability is a philosophy which ultimately drives the core of Salomon. As such, participants of this year’s Salomon X-Trail Run can expect no less from the trail running authority as it once again simulates the challenging ascents of Skyrunning races.

Particularly, the Mountain Run which is positioned as the most challenging category of the race will feature a heady combination of terrains such as asphalt and rocky trails to rivers, sandy tracks, and steep technical ascents – all of which are designed to test the stamina of the most tenacious runner.

The Mountain Run participants will receive a race bib, timing chip, Salomon X-Trail technical jersey, Salomon Microfiber towel, post-race meal, raffle coupon & products from sponsors. Only those who finish within the cut-off time will receive a Finisher’s medal for this category. Registration fee for 32km is Php 1,800 and Php 1,500 for 24km.


Path to progress

An advocate of inclusivity, Salomon X-Trail Run also opens its doors to avid runners with basic to no trail running experience with its 8km and 14km Trail Run category. Though slightly less demanding, the Trail Run category equally aims to inspire runners to test the limits of their ability by coming up with a technical terrain that will surely prove taxing for its participants. Trail Run participants will receive a race bib, timing chip, Salomon X-Trail technical jersey, post-race meal, raffle coupon & products from sponsors. . Registration fee for 14km is Php 1,200 and Php 900 for 8km.

Given the demanding nature of these distances, participants must adhere to the prescribed mandatory gear which includes, a whistle, a hydration pack/belt, with at least 1,000mL of water. Those with incomplete mandatory gear will not be allowed to participate in the race.

Emergency numbers will also be announced on the race day, for those who will bring their cellphones. This is, however not mandatory.

Throughout the event, there will be specific areas and control points located in varying locations within the course to ensure that the participants finish the race within the official time. Moreover, the Salomon X-Trail Run will be a Green Race. A pioneer advocacy championed by the Salomon X-Trail Run since its first series back in 2010, Salomon’s Green Race Movement will not permit the use of disposables during the event. Participants are then required to bring their own water bottles.

The claiming of the Race Kits will be on September 10-14 at Salomon SM City Iloilo or Salomon SM City Bacolod. Participants from outside Iloilo and Bacolod may also claim their racekits on race proper at the start/finish area from 2am until race start. Each participant is entitled to a 20% discount to all Salomon regular items valid at Salomon SM City Iloilo and Salomon SM Bacolod until November 30, 2018.

Region 6 Team secures top 3 spot in Nat’l Invention Contest

The Department of Science and Technology (DOST) through the Technology Application and Promotion Institute, announced the team from the Iloilo National High School – SSC as third place winner for SIBOL Award (Student Creative Research for High School) of the 2018 National Invention Contest and Exhibits (NICE) held last August 16, 2018.


The title of their entry was “Antidiabetic and Antioxidant Tea from Garcinia”. The study found that batuan leaf and fruit are potential preventive remedies for lowering postprandial hyperglycemia, a common diabetes complication that happens after eating, resulting in abnormally high blood glucose or blood sugar levels. Moreover, this sought to determine the phytochemical content or biologically active compounds of batuan. At the same time, it looked at how the fruit’s antioxidant properties counter the production of free radicals that damage cells. It also examined the fruit’s α-glucosidase or alpha-glucosidase inhibition action, similar to those found in anti-diabetic drugs used for type 2 diabetes.




In Southeast Asia, Batuan is an evergreen tree whose fruit that is abundant particularly in the low altitude forests of the Philippines and Vietnam. In Western Visayas, it is used as a souring agent for many local food recipes such as fish and pork sinigang and paksiw. Batuan fruits are collected from the wild because it is not cultivated.

NICE is a nationwide biennial activity conducted in different regions including ARMM to recognize the hard work and efforts of the inventors, researchers, and students for showcasing their ingenuity and creativity.

It can be remembered that the team from Iloilo was hailed as the regional winner in Western Visayas during the 2017 Regional Invention Contest and Exhibits (RICE). Following them were the teams from Negros Occidental National Science High School, first runner-up and Iloilo National High School - SSC, second runner-up.

This activity aims to enhance awareness on Filipino Inventions as well as knowing their influence on national development. To ensure participation of inventors nationwide and to give them the chance to display and present their inventions, regional-level contests are being conducted. RICE is an excellent avenue for researchers to impart science-based scientific and technological ideas developed among their inventions to the public and private sectors. These innovations are likewise breakthroughs in the academe as well as research and development, thus, keeping abreast with the recent scientific findings and trends.

The winners won cash awards and plaques from DOST-TAPI in recognition of the achievements of inventors, creators and innovative companies around the globe.

Iloilo City celebrates 81st Charter Day

The Iloilo City Government will hold the 81st Charter Day Celebration of the metropolis on August 25, declared as special non-working holiday here by President Rodrigo Roa Duterte.


Mayor Jose Espinosa III is inviting the public to witness the event which will start with a street dancing parade at 7am.

“We are greatly honored to celebrate our cityhood. A lot of improvements have been done from government services such as education, health, environment, job opportunities, to infrastructures brought by many investments which resulted to recognition and awards here and abroad,” Espinosa said.

This year’s theme is “Pag-ulikid kag Pagtib-ong: Fostering Local Communities by Strengthening Global Connections.”

The street dancing competition will be participated by schools, City Hall departments and offices, representatives of seven districts through the Barangay and Sangguniang Kabataan officials, National Government Agencies (NGAs), civic associations, civil society organizations, business corporations and companies.

The continuous street dancing performances will give participants a three-minute presentation including entrance and exit in front of City Hall as judging area.

The carousel route will start from City Hall, J.M. Basa Street, Iznart Street, turn left to Delgado St. at Amigo Hotel, turn left to Valeria Street, turn left to Ledesma Street, turn right to Iznart Street going to Maria Clara, turn left to Rizal Street, going to old SSS Building, turn left to Zamora Street, going to San Jose Church, and turn left to City Hall facing Plaza Libertad.

Espinosa added that another highlight of the celebration will be the Sister Cities’ Night with a theme “Weaving Cultures” to be held 6pm at Elizalde building.

LTFRB-6: New minimum fare takes effect August 30

The newly-approved minimum fare for public utility jeepneys (PUJs) in the city and province of Iloilo will take effect on August 30, but drivers are only allowed to carry out the hike once they acquire the official fare matrix.


The matrix should be placed inside the jeepney where it can be “conspicuously seen by the riding public,” said Director Richard Osmeña of the Land Transportation Franchising and Regulatory Board 6 (Western Visayas).

The fare matrix can be purchased at PHP610 from the office of LTFRB-6 once it becomes available. However, drivers can only display it starting Aug. 30 when the new fare hike takes effect.

Osmeña said the original copy of the approved resolution for the PHP8.50 new minimum fare in Iloilo has already been published in local newspapers since August 14.

“We will be sending letters to the PUJ operators and drivers to inform them when they could get the fare matrix from our office,” he added.




Based on the copy of the published resolution of LTFRB, “all PUJ operators cannot charge/impose the approved fare adjustment, unless and until increase of fare rates and fare matrix fees are properly paid and issued.”

Various jeepney drivers and operators operating in the city and the province petitioned for the fare increase due to the additional excise tax on petroleum products, basic commodities and vehicle spare parts as among the effects of the Tax Reform for Acceleration and Inclusion (TRAIN) law.

Last July 30, LTFRB approved the petition for a PHP2 hike, raising the minimum fare to PHP8.50 for the first four kilometers from the original PHP6.50 fare.

However, under the resolution, senior citizens, persons with disability (PWDs) and students are entitled to a 20-percent discount. (By Cindy Ferrer, PNA)

The Department of Science and Technology (DOST VI) will once again highlight the science and technology advocacy in the countryside through the conduct of the 2018 Regional Science and Technology Week (RSTW), this time at Robinsons Place Roxas, Roxas City, Capiz on August 29-31, 2018.


According to DOST VI Regional Director Engr. Rowen R. Gelonga, the 2018 RSTW will be celebrated in response to the goal of bringing Science, Technology and Innovation nearer to the people, particularly those living outside of the major urban areas, so that we can attain inclusive development.

“The activities lined up for this year’s celebration is in consideration of the scientific and technological potentials in Capiz specifically in the fields of aquaculture, agriculture, disaster resilience, food security, ICT as well as human resource development. We intend to showcase what we have initially accomplished and explored opportunities for us to further strengthen our partnerships with the local government units, business and industry, civic and people’s organizations so that these S&T outputs can be optimally harnessed for the benefit of the Filipinos. As known already by everyone, the most competitive countries today are not those with the largest or biggest land, labor, and capital. Rather, the most developed countries today have attained their success through a different set of parameters - knowledge, technology, innovation and competent human capital.” Engr. Gelonga added.

Bannered with the theme, “Innovation for Collective Prosperity (Siyensya Para Sa Kauswagan Sang Tanan)”, the RSTW is institutionalized to provide a holistic avenue for the people of Capiz to experience how science and technology work in creating huge impacts to people’s lives. This also marks the strong commitment of the science community in pursuing collective expertise and innovations pertinent to the development endeavors of the government.

Several activities are lined up for this year’s RSTW to showcase DOST’s innovations and remarkable accomplishments in science and technology such as the (1) S&T Expo featuring exhibits and audio-visual presentations, DOST oneSTore and Kape Bisaya: Innovation Café, (2) S&T Fora, (3) YES! Youth Explorers of Science and (4) Project Visits in the Province of Capiz.

The 2018 RSTW will feature DOST’s innovative programs and services particularly its support to the industry, MSMEs, and the academe. Among of which are the S&T Exhibits featuring new technologies on disaster resilience, health and nutrition, ICT, school, processed foods, agriculture and aquaculture technologies.

DOST-assisted products under the Small Enterprise Technology Upgrading Program (SETUP) will also be highlighted through the DOST One Store Hub and sharing of innovation stories and tech-talks at the Kape Bisaya: Innovation Café.

The regional celebration is anchored with the National Science and Technology Week (NSTW), founded in 1982 through Proclamation No. 2214 with these objectives:

• To showcase the significant science and technology trends, developments and breakthroughs as well as the accomplishments and beyond of DOST;

• To promote interaction, linkages, collaboration, and coordination, to contribute to the development of a competent and competitive science and technology community among technology generators, business firms, business support organizations, and academe through the conduct of the NSTW;

• To increase sales of the MSMEs assisted by DOST-SETUP in terms of technology training, consultancy, and technology acquisition and upgrading;

• To attract potential clients to avail the different S&T services particularly in local food industries to help them increase their productivity and sales;

• To mainstream the consciousness of the S&T in the community particularly in the provinces; and

• To promote science and technology with the youth in the region and to encourage more interest of the youth in science, technology, research and development, and innovation.

According to Engr. Gelonga, DOST VI is also taking this opportunity to show to the public that the gains it has in science and technology have been made possible only because of its strategic partnership with the academic sector specifically the public and private colleges and universities in Western Visayas.
He said, “Without the support of our engineers, researchers, and scientists from the academe, DOST could not have achieved what we have accomplished so far.”

“These are merely initial accomplishments and so much more needs to be done by all of us. As such, we continually strive to generate more research outputs and transform them into technologies and innovations that will boost the competitiveness of business and industry as well as solve problems that affect the well-being of the public.” Engr. Iloilo City Government holds sports for PWDs

The Iloilo City Government opened the Sports Events for PWDs at La Paz Gym August 29, 2018.


Mayor Jose Espinosa led the opening ceremony of the three-day event with the theme “Abilidad kag Kadalag-an sang mga Persons with Disabilities (PWDs), Padayunun nga Ipasundayag sa Sinadya sang Syudad”.

“I would like to stress once again that here in Iloilo City, we are promoting equality to everyone. I am glad because we have sports events for our PWDs as part of our 81st Charter Day Celebration,” Espinosa said.

“Always remember that the City Government is here for you and that we will support all your programs because we want you to be happy and feel that there is equality in our city,” he added.

The sports events include Basketball for Deaf, Basketball for Persons with Intellectual Disability, Goal Ball for the Blind, Bowling for Persons with Intellectual Disabilities, and Volleyball for Deaf for men and women categories.

“PWDs are very happy for the support of our City Government because just like other persons, we would like to show that we can participate in different sports events and that we also have discipline and sportsmanship in playing various sports,” said Blesilda Mabilog, officer-in-charge of Persons with Disabilities Affairs Office.

Iloilo City Government eyes to put up 7,000-seater multi-purpose hall

The Iloilo City Government has planned to put up a Multi-Purpose Hall which will serve as bigger venue for various sports and theater events in the metropolis.

City gov't is looking to build the 7,000-seater building at 5,000-square meter land inside La Paz Plaza.

Mayor Jose Espinosa III said he hoped to start the project construction after all the documents have been processed including the loan to be secured for funding requirements.

“It was already planned during the previous administration. I am really hoping that this will be put into reality because we want to provide our residents and athletes a venue where they can practice and play various sports,” Espinosa said.




He noted the first plan was to build the facility in the City Government’s property located at San Pedro, Molo, however, the soil is soft and the development would entail a big amount of money. The second option was to convert the Iloilo Terminal Market wherein the ground floor will serve as market and the upper floors will be the gym.

“However, it is not conducive and there will be no parking area. We foresee to put it at La Paz plaza which is considered as a sports plaza. The style will be an Art deco to conform with the structures of La Paz district,” Espinosa explained.

The 7,000-seat building will be situated in the 5,000-square meter land inside La Paz Plaza.

Espinosa said the City Government is having a hard time finding venues for national events being held in the metropolis such as basketball and volleyball tournaments, thus, it will address the concerns.

“It can serve as basketball court like the MOA Arena. It will also host offices. I also dream of putting a stable boxing area for our boxers with rings. There will be gym for Taekwondo, Jujitsiu, Arnis, as well as Theater Arts stage,” Espinosa said. (Merianne Grace Ereñeta/Iloilo City PIO)

Iloilo City to regulate use of plastic straws, stirrers

Iloilo City Government is eyeing an ordinance that will regulate the use of plastic drinking straws and stirrers in all business establishments and stalls to promote environment-friendly practices and alternatives.


City Councilor R Leone N. Gerochi on Friday said his office will be calling for a committee hearing on September 5, as chair of the Sangguniang Panlungsod (SP/ City Council) committee on public services, environment protection and ecology, where the proposed ordinance was referred for appropriate action.

“The city recognizes the damaging effects of the indiscriminate use of plastic straws and its disposal by certain establishments within the area and jurisdiction of the city,” said Councilor Lady Julie Grace Baronda, author of the proposed ordinance.

The proposed “Plastic Straw and Plastic Stirrers Ordinance of Iloilo City” shall cover “plastic drinking straws that are not properly disposed of and cannot be reused and recycled."

Once passed, among the prohibited acts and practices are the use of plastic drinking straws and stirrers in beverages sold in all business establishments, its indiscriminate throwing and selling.

As proposed, ordinance violators will be meted with PHP500, PHP800 and PHP1,000 on first, second and third offense, respectively.

Meanwhile, the business establishment shall be fined PHP1,500; PHP3,000 and PHP5,000 during the first, second and third offenses, respectively. The second violation would also cause the suspension of the business permit and cancellation of permit on the third offense, all at the discretion of the court.

The City Environment and Natural Resources Office and the Liga ng mga Barangay shall be the lead implementer while the monitoring of business establishments will be the task of the Business Process Licensing Office.

NIA, Daewoo sign contract for P11.2-billion Jalaur River Multipurpose Project

The Jalaur River Multipurpose Project (JRMP) will be started earlier than expected with the signing of the contract between the National Irrigation Administration (NIA) and Daewoo Engineering and Construction Co., Ltd. on September 03, 2018 at the Administrator’s Conference Room, 2nd Floor. The P11.212-billion JRMP Stage 11 is the 8th big irrigation project to be ground break under the Duterte Administration, and the 2nd project to be funded by Korean Export-Import (KEXIM) Bank. The recently inaugurated PASA Small Reservoir Irrigation Project was the first project funded under a grant by the Korean Government through the KEXIM Bank.

The contract signing aims to pursue the construction of 109-meter Jalaur High Dam, 38.5-meter Afterbay Dam, 10-meter Alibutan Catch Dam, 80.74-kilometer Highline Canal, and its appurtenant structures. Groundbreaking is scheduled on the first week of October this year.
It is noteworthy to mention that the construction of JRMP was mandated under Republic Act (RA) 2651 enacted by Congress in 1960. Due to insufficient funds, the project was implemented in two stages. Stage I is the rehabilitation of existing irrigation systems covering an area of 22,340 hectares. Stage II is the construction of high dam, hydropower electric plant, domestic water supply, watershed management.

Stage 1 was completed in 1983. Stage 11 was stalled since 1988 for unknown reasons. After 30 years, JRMP Stage 11 will be started.
The construction of big and small ticket irrigation projects is in line with President Rodrigo Roa Duterte’s “Build, Build, Program” embodied in his 10-Point Socio-Economic Agenda envisioned to reduce poverty from 21.6% in 2015 to 13-15% in 2022.

When completed, JRMP Stage II would be the biggest dam outside Luzon. Viewed in the context of achieving the rice self-sufficiency program of the government, JRMP II is expected to provide tremendous economic benefits through the delivery of year-round irrigation water to 9,500 hectares of new irrigable areas and rehabilitation of 22,340 hectares covered by five existing irrigation systems in 23 municipalities and two cities in the Province of Iloilo, benefitting 24,000 farmers and their families.

The project will also provide other incidental benefits, such as flood mitigation, environmental and watershed management, promotion of eco-tourism, and fish culture. Furthermore, a 6.6-MW of hydroelectric power and water supply for domestic and industrial use of 1CMS will be later implemented.

The International Coordinating Council – Cabinet Committee (ICC-CabCom) of the National Economic and Development Authority (NEDA) granted the extension of the loan validity of 46 months which started in May 28, 2018 until March 28, 2022 and completion schedule to September 2021 from its original schedule of November 2017.
Incidentally, the eight (8) projects ground break were Chico River Pump Irrigation Project in Cagayan-Kalinga, Balog-balog Multipurpose Project in Tarlac, Bulo Small Reservoir Irrigation Project (SRIP) in Bulacan, Ibingan SRIP in Sorsogon, Benliw SRIP, Bonot-bonot SRIP, and Mabini-Cayacay SRIP, all three in Bohol, and LARISEP in Pangasinan.

Meanwhile, the NIA Regional Office XI will be conducting the Inauguration and Turnover Ceremony of Mal River Irrigation Project under the National Irrigation Sector Rehabilitation and Improvement Project (NISRIP) on September 21, 2018 at Digos City, Davao del Sur. NISRIP is a sector project funded by the Japan International Cooperation Agency (JICA). It has 11 projects located nationwide.

The rehabilitation of the Mal River Irrigation System (Mal RIS) amounting to P104.294 million includes the construction of six (6) units of Irrigators’ Association (IA) Offices (84 square meters each), three (3) units of combined IA offices and warehouse (200 square meters each), 16.1 kilometers of concrete canal lining, construction and repair of 20 structures, five (5) new steel gates, and 15.7 kilometers of grading and gravelling, among others. The project is expected to provide timely and reliable irrigation service to 3,146 hectares of agricultural land in the Municipalities of Matanao and Hagonoy in Davao del Sur, benefitting 3,783 farmers and their families. Mal RIS is located in Kiblawan, Davao Del Sur.

The National Irrigation Administration (NIA) will continue its mandate of providing reliable and sustainable irrigation services to our farmers through the construction of irrigation projects and rehabilitation of existing irrigation systems.

The Agency has also embarked on the development of hydroelectric power projects and is also aiming to venture into agri-tourism through the development of existing big dams as tourist destination.

Finally, NIA is now ascertaining its vital contribution to the inclusive socio-economic growth and agricultural development of the country through an efficient, sustainable, and reliable irrigation service to the Filipino farmers, thus lowering the poverty incidence in the irrigated agricultural sector.

SM employees celebrate with senior citizens

SM City Iloilo extended yet another support to the community’s senior citizens, with the Employee Volunteerism Program held recently as part of the Grandparents Day celebration.

Last September 4, 2018, the mall employees went out of their usual work routines and had an early morning bonding with the members of the Federation of Senior Citizen Affairs of the Philippines (FSCAP)-Iloilo Chapter at their office in the Felicidad Sy Wellness Center in Molo, Iloilo City.

Along with the games, songs and dances, SM City Iloilo brought joy to the elderly by conveying the good news that the mall is going to paint their center for it to have a newer look and to be more conducive for their activities, the center being also utilized as the senior citizens office.

SM City Iloilo, along with other SM malls, employs senior citizens and offer them jobs commensurate to their capabilities, such as mall greeters in SM Foodcourt, SM Cinema and mall entrances.

Iloilo City crime volume drops 49%

The Iloilo City Police Office (ICPO) recorded 49.45 percent decrease in crime volume in the metropolis covering the period of Aug. 24-30 this year compared to same period last year.


There were 27 non-index crimes and 19 index crimes this year compared to 48 non-index crimes and 43 index crimes during the same period last year.

“The decrease in crime volume is continuous. This can be attributed to the police visibility around the city, campaign against illegal drugs, implementation of search warrant and saturation drive every night. These factors discouraged would-be criminals to commit a crime,” ICPO operations chief Supt. Jowel Saliba said.

ICPO conducted five buy-bust operations which resulted to confiscation of 22 sachets of suspected shabu, .38 caliber revolver with six ammunition and one M26 hand grenade. They also conducted 59 checkpoints and 34 saturation drives.

Saliba also noted a significant drop in physical injuries to only seven cases this year, which is lower by 73 percent from 26 cases last year.

Index crimes include murder, homicide, physical injury, rape, robbery, theft, carnapping of motor vehicle, and cattle rusting.

Piñol to Ilonggo farmers: Plant more rice

Agriculture Secretary Emmanuel Piñol told the rice farmers of Region 6 to produce more given that the current farm gate price of fresh palay reaches P20 to P24 per kilo.


" Farmers have been suffering for so many years that the price was previously at P8 to P12 per kilo only. I told them, do not blame the farmers when the price of rice is high for they only react on the production cost that continue to increase," he said.

During his visit in Iloilo today, he made it clear to the Ilonggo farmers that there is no shortage of rice, only high price which is actually favorable to them as food producers. In Western Visayas, the area planted to rice in the first half of 2018 increased by 40,000 hectares.

"Next year, it is projected that there will be low supply of rice in the world market, so you better plant more. Do not be afraid that the tariffication on rice will result to the flooding of rice supply here from other countries. Out of the 40 million metric tons, 38 million metric tons already have commitment," he cited.

China, according to the agri chief, will also import 15 million metric tons of rice iby 2019.

When the tariffication will be pushed through next year, the tax or the Rice Competitiveness Enhancement Fund will be used by DA to buy seeds for the farmers.

"I am encouraging the seed growers in this region to produce more seeds for we will buy from you at P40 per kilo," said Piñol who turned over P49.7 million worth of rice combine harvesters and four-wheel drive tractors to different farmers groups in Western Visayas on Sep. 5 at WESVIARC, Jaro, Iloilo City.

He is also devising ways to eliminate the tax on fertilizers in order to lessen the production cost, thereby increasing farmers' income. (MSSubang/ DA RAFIS 6)

Iloilo City Gov't eyes Business One-Stop-Shop

The Iloilo City Government has planned to put up a Business One-Stop-Shop (BOSS) at third floor of City Hall this year to provide ease to those who are processing their permits.


Mayor Jose Espinosa III has also planned to automate the renewal of permits.

Business Permits and Licensing Office (BPLO) head Norman Tabud said the BOSS establishment is in line with the Republic Act 11032 or Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

“We only set up seasonal One-Stop-Shop during the renewal of businesses from January 1 to 20. What we are planning is to make it year-round wherein there will be personnel from City Engineer’s Office which releases the building permits and certificate of occupancy, Bureau of Fire Protection, City Assessor’s Office, City Zoning, and BPLO in one area,” Tabud said.

“There will be a time, in the future, that you do not need to personally come to City Hall to transact business, instead you can use your gadget and make transactions through online,” he added.

The law also mandates cities and municipalities “to automate their business permitting and licensing system or set up an electronic BOSS within a period of three years upon the effectivity of the Act for a more efficient business registration processes.”
Tabud stressed that BOSS will also assure businessmen of no red tape when conducting transactions.

“This will be a big development because this will encourage our businessmen to renew their ventures since we have streamlined our process already, and likewise, there will be more investors,” Tabud added. (Merianne Grace Ereñeta/ Iloilo City PIO)

Ilongga among 2018 Metrobank Foundation Outstanding Filipinos

Driven by her passion and dedication to public service, another Ilongga made it as one of the ten Metrobank Foundation Outstanding Filipinos this year.


Dr. Alma S. Janagap, Master Teacher II of Pavia National High School, joined the ranks of 664 outstanding public servants recognized by the foundation since 1985.

She received her award during the 56th anniversary of Metrobank Foundation in Metrobank Plaza, Makati City last September 7.

A public teacher for almost three decades, Dr. Janagap was assigned in the Remedial Reading Program in 1997.

Since then, she has been holding reading sessions for Grade 7 and 8 who were struggling with their regular academic workload.

The program was recognized by the Department of Education as the Most Effective Remedial Reading in Iloilo and she earned the title “Most Outstanding Remedial Teacher” in 2013.




She furthered her advocacy by fostering a culture of reading inside the school by developing a “reading clinic”, a one-room reading haven and the first of its kind in Western Visayas.

The clinic provides a conducive and reader-centric environment for academically struggling students that has contributed in maintaining the school’s zero dropout rate.

Her reading clinic eventually became a benchmarking model in the Division of Iloilo and has been replicated by 149 out of 179 public schools.

She was also the brain behind the “Project Mind, Body and Soul” (MBS) that benefited over 2,000 children in rural areas of Pavia.

MBS promotes improvement in reading and writing skills, hygiene and nutritional needs, and building of strong spiritual character among children.

Governor Arthur Defensor Sr. commends Dr. Janagap and he has requested the Sangguniang Panlalawigan to pass a resolution recognizing her notable works.

The governor is elated that another Ilongga is in the roster of winners of Metrobank Foundation and he hoped that her achievement will inspire more people to cultivate a culture of excellence in everything they do.


Dr. Janagap graduated Cum Laude at West Visayas State University with degree in secondary education.

She earned her master’s degree in education and doctor of education at the University of Visayas in Cebu.

She was also cited as Pambansang Ulirang Guro in 2016 and the Most Outstanding School Paper Adviser of the Philippines. (By Jezza A. Nepomoceno)
