TM Football Para sa Bayan kicks off in Barotac Nuevo

About 300 children from Iloilo will vie for a chance to join world-class football camps in Malaysia and possibly, Europe for free as TM Football Para sa Bayan clinic led by Chieffy Caligdong kicked off in Barotac Nuevo, Iloilo on July 23. This is part of the partnership between Astro Malaysia and Globe Telecom.


Aside from Iloilo, TM Football Para sa Bayan clinics are also scheduled in Talisay (Negros Occidental), Davao and Manila where 12 players from all walks of life, aged 10-12, will be chosen to attend the Astro Kem Bola Advanced Training Programme in Kuala Lumpur in September together with their counterparts from Singapore and Malaysia. Selected top players from the advanced camp will then fly to Europe for two weeks of professional football training in December 2016.

"The Astro Kem Bola programme aims to provide a comprehensive learning and football development experience. Through it, we have seen talented kids grow into well-rounded ahtletes playing in the Malaysian national youth team on an international platform. We are privileged to be able to play a role in their development and look forward to do the same for the youth of Philippines and other Asean countries," said Datuk David Michael yap, Vice President of Community Affairs, Astro. The Malaysian media and entertainment powerhouse network, likewise, introduced recently to Globe customers the latest in live sports such as e-games and the newest Asian shows via over-the-top (OTT) provider Tribe.


"We are proud that Astro has chosen TM Football Para sa Bayan as a venue to discover talented kids who would be given an opportunity to further harness their craft and bring them closer to their dreams. The TM Football Para sa Bayan clinics will be handled by Green Archers United (GAU), a professional football league which has been Globe Telecom's implementing partner in developing the football grassroots program in the last three years.

Twelve players will be shortlisted from Iloilo and Talisay, Negros Occidental selection camps while eight from Davao, and another eight will come from Manila. The list will be further trimmed down to the final 12 representatives, coming from Luzon, Visayas, and Mindanao with an equal number of boys and girls based on their overall ranking.


To show that Astro and Globe/TM are lookng for more than just exceptional football skills, the kids will also be selected based on teamwork; discipline, behaviour and sportsmanship; communication on and off the pitch; positive attitude towards teammates, volunteers and coaches; ability to listen to instructions; and good personality.

The football clinics are open to all street football communities, underprivileged kids, varsity players from public and private schools, and private football clubs. Schedule are as follows: PFF National Training Center, Barotac Nuevo, Iloilo (July 23), Sta. Maria Football Field, Talisay, Negros Occidental (July 24); Tionko Football Field, Bolton Riverside, Quimpo Blvd Agro Davao City (August 13); and De La Salle Santiago Zobel football field, University ave, Ayala Alabang, Metro Manila (August 20).

August 25 declared special non-working holiday in Iloilo City

Malacanang declared Thursday, August 25, 2016 as a special non-working holiday in Iloilo City in celebration of the 79th anniversary of its declaration as a chartered city.


The declaration was signed July 19 by executive secretary Salvador Medialdea by authority of President Rodrigo R. Duterte.

The declaration will give the people of Iloilo City “full opportunity to celebrate and participate in the occasion with appropriate ceremonies” as stated in Proclamation No. 21.

Iloilo, as a chartered city, was formally inaugurated on Aug. 25, 1937 after the surrounding municipalities of La Paz, Mandurriao, Molo and Arevalo were merged with the progressive town of Iloilo on July 16, 1937, by virtue of Commonwealth Act No.158.

The Iloilo City government on July 15 kicked off its month-long series of activities to usher the celebration with a mass and a simple program.




The lineup of activities included the delivery of social services, such as dental mission, mass wedding, sports festivities, photo exhibit showing the city’s rich culture and heritage, recognition of outstanding employees, debate, oratorical, extemporaneous contests and quiz bee, among others.

A civic parade will be held in the morning of Aug. 25. The parade will gather the participation of city hall employees, national government agencies (NGAs), schools, non-government organizations (NGOs) and barangays.

Mayor Jed Patrick E. Mabilog first institutionalized the celebration on 2010, and it have been a major event in the city since then. [via PNA]

In the past years, the SM Green Retail Agenda has focused more on climate change mitigation and on adaptation particularly on Business Continuity Management. This year we will initiate support for the agreement in COP21 and the Sustainable Development Goals (SDG) of United Nations Development Program (UNDP). The 2015 United Nations Climate Change Conference, COP 21 or CMP 11 was held in Paris, France, from 30 November to 12 December 2015. The expected key result by the organizing committee was an agreement to set a goal of limiting global warming to less than 2 degrees Celsius (°C) compared to pre-industrial levels. On 12 December 2015 the participating 195 countries agreed by consensus to the final global pact, the Paris Agreement, to reduce emissions as part of the method for reducing greenhouse gas. While for SDG, at the United Nations Sustainable Development Summit on 25 September 2015, world leaders adopted the 2030 Agenda for Sustainable Development, which includes a set of 17 Sustainable Development Goals (SDGs) to end poverty, fight inequality and injustice, and tackle climate change by 2030.

This year, with the rising in the average temperature of the Earth's climate system and its related effects, the SM Green Retail Agenda theme for this year’s conference is “A Call for Climate Change Action.” As a member of United Nations Office for Disaster Risk Reduction - ARISE International and as the secretariat of the UNISDR - ARISE Philippines, SM Supermalls seeks to educate, create awareness, and emphasize action points within the private sector and other key stakeholders to ensure our contributions for COP21 & SDG in mitigating climate change while strengthening our disasters risk resilience with sustainable solutions.

DOH-6 launches school-based immunization in Iloilo City

The Department of Health in Western Visayas in partnership with the Department of Education (DepEd) 6 and the local government of Iloilo City launched the school-based immunization in Iloilo Central Elementary School in Iloilo City, Monday.


The ceremonial vaccination of the 20 Grade 1 pupils of the Iloilo Central Elementary School and grade 7 students of the Iloilo City National High School highlighted the event.

Maria Sophia Pulmones, DOH-6 chief of the local health support division said that pupils and students were given free vaccine against measles, rubella, tetanus and diphtheria which could protect them against the said diseases.

This year, DOH-6 is targeting to vaccinate 158,648 grade 1 pupils and 138,841 grade 7 students in the region.

Specifically, here in Iloilo City, 7,055 grade 1 pupils and 5,475 grade 7 students are the target to be vaccinated.

The Iloilo City Health Office here will be deploying 94 vaccinators, 72 reporters, 18 supervisors, and 7 city monitoring health teams to conduct the school-based immunization.

The school-based immunization is only limited to all public schools in the country.

Pulmones said that parents are advised to let their children avail of the free vaccination to assure that their children are protected against measles, rubella, tetanus and diphtheria.

She added that the anti-tetanus vaccine could protect children especially those who are females from maternal and neonatal tetanus.

This month of August is the School-based Immunization Month. This year’s theme is “Bakuna Para sa Kabataan, Proteksyon sa Kinabukasan.”[via CBFerrer, PNA]

PECO to use 'smart' metering soon

Soon, doubts on how their electric bill was read will be a thing of the past.

Panay Electric Company (PECO), which holds the franchise to distribute power in this city, will soon be embarking on “smart” metering.


“Accurate reading of meter readers has always been a contention between the consumer and the utility,” said Randy Pastolero, assistant vice president of PECO.

With the proposed automated metering scheme project, the reading of the meter will be done electronically right at the PECO office. It also has the capability to auto-reconnect and auto-disconnect without going to the site, he explained.

The project is spread in seven years and in 10 years PECO is planning to acquire 50,000 new meters.

Part of the project also is the prepaid metering that will work similar to prepaid cards used by telecommunication networks.

Pastolero disclosed the plan as he cited the electric utility’s efforts on improving the “reliability” of its service.

It now has a usable capacity of 137 megawatts as against the peak demand of Iloilo City that happens only during the hottest period of the year, which is 107 megawatts.




Pastolero said that power outages in the city have been reduced by around 600 minutes this year.

“We have reduced number of outages through time and we aim to definitely reduce it further in cooperation with our power generators and suppliers,” he said.

PECO recorded some 14,000 minutes of power outages in 2010 down to more than 2,000 minutes in 2015.

Meanwhile, the distribution utility has already completed the installation of 44 elevated metering centers (EMCs) to prevent pilferers. It intends to add 36 more to be finished by 2020. [via PGLENA, PNA]

Weekend market eyed to boost SMEs in Iloilo

Various government agencies and private sector in Western Visayas have collaborated to establish a weekend market in Iloilo that is set to be operational late September or early November this year.

Produkto Lokal recently held weekend fair at Casa Real showcasing local products such as Gugma Weaves hablon.

“Hopefully, once we are successful, this will be replicated in all major LGU (local government units) and urban centers in Western Visayas,” said regional director Ro-Ann Bacal of the National Economic and Development Authority (NEDA).

Bacal said that the weekend market will not be selling commercial products. It will be similar to the weekend markets in Makati that “sell products of small and home industries that need exposure.”

“You only have to visit ‘produkto lokal’ exhibits to appreciate so many talents in Western Visayas. That is what we would like to surface,” she added.

The weekend market she said is one strategy to “motivate farmers to produce.” “Their minds should be focused on production and better products. The market should be done by somebody else,” Bacal cited.

The initiative is likewise a strategy to develop enterprises, such as manufacturing. Prior, she encouraged the growth of the manufacturing sector such as the micro, small and medium enterprises (MSMEs) because these are sustainable.

She also expressed desire to diversify the production with the help of the private sector.

Currently, the biggest manufacturing producer is into coal but Bacal emphasized the need to develop more using local resources.

“We would like to encourage our local investors to go into processing and value-adding,” she added.

The weekend market is being initiated in partnership with the Department of Trade and Industry (DTI), Department of Science and Technology (DOST), Department of Agriculture (DA) and the Bureau of Fisheries and Aquatic Resources (BFAR). [via PNA]

UP Iloilo professor is 2016 Palanca Awardee

A faculty member of the University of the Philippines High School in Iloilo (UPHSI) will be one of the awardees in the 2016 Carlos Palanca Memorial Awards for Literature for her Hiligaynon short story.


Early Sol A. Gadong, a high school professor in College of Arts and Sciences in UP Visayas, won 2nd prize for her Hiligaynon Short Story entitled, Nagakaangay nga Panapton in this year's Palanca Awards.

Nagakaangay nga Panapton is a story about a mother’s struggle to accept what she considers as the wayward actions and relationships of her daughter. She is torn between understanding who her daughter really is and dealing with what other people are saying. In the end, she resorted to very drastic measures in making her daughter follow the straighter paths.

Gadong will receive the award on September 2, 2016 at the Rigodon Ballroom of The Peninsula Manila.

An imaginative writer, Gadong has several publications to her credit including Si Bulan, Si Adlaw, kag si Estrelya and Nasa sa Dulo ng Dila: Stories in Three Tongues, among others.

SM City Iloilo to host Pokemon Go Lure Party on August 12

The Philippines' biggest Pokemon Go Lure Party is happening on Friday, August 12 in over 50 SM Malls nationwide, and of course Ilonggo gamers may join the craze at SM City Iloilo!


Pokemon Go is a free augmented reality game developed by Niantic for iOS and Android devices, and first released in July 2016. The game app uses mobile device's GPS capability to locate, capture, battle, and train virtual creatures, called Pokémon, who appear on the screen as if they were in the same real-world location as the player.

Mabilog suspends classes in Iloilo City today, August 11

Mayor Jed Patrick Mabilog has announced that there will be no classes in all levels in Iloilo City Thursday, August 11, due to inclement weather.


The city mayor posted the following announcement in his official Facebook page:

"Because of the bad weather advisory of the Iloilo Radar Weather System where Heavy rains affecting over Iloilo may continue for 1-2 hours that may cause heavy flooding on several areas and on city streets.

As per recommendation of the Iloilo Disaster Management Team, by authority of the General Welfare Act, I Jed Patrick Mabilog, Mayor of Iloilo City declare that ALL CLASSES IN ALL LEVELS ARE SUSPENDED IN THE CITY OF ILOILO TODAY, AUGUST 11, 2016.

All are advised to take precautionary measures and stay dry."





Mabilog based his decision on the rainfall advisory of Iloilo Radar Weather System issued at 5:43 am Thursday, which states that "light to moderate with occasional heavy rains affecting over Iloilo, Guimaras and portions of Antique which may continue for 1-2 hours."

CARE to help Yolanda-affected Ilonggos in sustaining livelihood

More than two years after the disaster, CARE continues to support people and communities heavily affected by super typhoon Yolanda through livelihoods recovery assistance.


CARE, with the funding support from H&M Conscious Foundation, is holding the “Community and Women Enterprise Conference” on August 18-19, 2016 at the Grand Tower Suites, Iloilo City with the theme “Building Resilient Community Enterprises and Empowering Women Entrepreneurs”. The conference aims to share knowledge and good business practices with CARE-assisted community organizations and women entrepreneurs.

“We are pleased to partner with H&M Conscious Foundation to continue helping communities get back on their feet. CARE launched its emergency response within 72 hours after Yolanda and has assisted over 360,000 people in the provinces of Leyte, Western Samar, Capiz, Iloilo, Aklan and Antique. CARE and its partners distributed food and shelter items, provided cash and shelter repair kit, organized school feeding program, provided cash to support livelihoods, and are now supporting women and community enterprises to improve production, storage, processing, packaging and marketing”, said David Gazashvili, Country Director of CARE Philippines.

CARE has invited livelihood experts from relevant government agencies such as the Department of Trade and Industry and Department of Social Welfare and Development, and private institutions to conduct learning sessions with over 100 participants from Iloilo and Antique. The conference speakers will provide sessions on product quality and marketability, government regulations and laws for micro, small and medium enterprises (MSMEs), insurance, among others.

Representatives from the provincial and municipal government units of Iloilo and Antique will also be attending to provide support to the participants.

The participants will also have the opportunity to showcase their products, build new networks and learn basic skills on market negotiation and retail management.

After providing emergency relief and shelter repair assistance to Yolanda-affected communities in the Visayas, CARE currently implements the livelihood recovery projects Community Enterprise Facility (CEF) and Women Enterprise Fund (WEF) providing financial and technical support towards economic empowerment.

In Panay, a total of 172 community organizations composed of farmers and fisherfolks’ associations, local cooperatives and women’s groups have benefited from the CARE support. In addition, 317 women entrepreneurs have been provided with additional financial assistance to start or boost income generating activities such as food processing, handicraft making, food vending etc.

Kids from TM Basketball Para sa Bayan clinics compete in NBA 3X 2016

The best young athletes from the TM Basketball Para sa Bayan clinics in Cavite, Bulacan, Cebu, and Davao are set to participate in the National Basketball Association’s 3-on-3 competition in Manila from August 19-21, 2016.

Czarlo Lorenzo Salvador, Laurence Cyrel Nuenay, Tristan Maurice Coquilla, and Giero Velasquez comprise Team Davao while Adrian James Canales, Marc Gabriel Canales, and Kyle Clapis represent Team Cebu. Both teams will join the NBA 3X male 10-12 category.

For the male 13-15 division, all participants will come from Luzon. Two teams were chosen for Cavite. They are composed of Rexeus Raziel Moldez, John Christian Hernandez, Lee Rodney Kiofranz Marallag, Devon Dein Diez, Steven Kurt Grado, and Justin Jolo Santos. For Bulacan, the players are Sean Ashley Junio, Clarenz Camua, and Patrick Jasper Abuan.

All five teams were trained by basketball and national player LA Tenorio through TM Basketball Para sa Bayan clinics. TM BPSB was developed by Globe Telecom, in partnership with Tenorio´s Method Basketball Academy, to hone the basketball skills of underprivileged youth and impart to them the value of sportsmanship and having a healthy lifestyle.

“If you have determination and will to succeed, you can overcome so many challenges and this is what we want the kids to learn. Even if they are from underprivileged background, even if they don’t play in the hard court, they still have a chance if they will work hard. That is why we bring the TM BPSB clinics to these kids to open opportunities for them such as the NBA3X,” said Fernando Esguerra, Director of Globe Citizenship.

Tenorio added: ““I’ve been to a lot of countries but I haven’t seen a place where the passion for basketball can rival those of the Filipinos. Anywhere you go, there are kids playing basketball in the streets or in their yards. So our plan is to go around the country to look for players who have the potential to play for professional teams or the national team. We teach them the basics, the proper techniques. We want these kids to experience the kind of training that only a basketball academy can give.”

Food poisoning downs 80 students of IDC School of Dentistry

At least 80 students from Iloilo Doctors' College - School of Dentistry fell ill on Saturday apparently due to food poisoning after attending an acquaintance party.

Based on initial reports, the students felt dizzy and started vomiting a day after eating siomai and carbonara, among others, at the party organized by the student council.

Most of the students were admitted at Iloilo Doctors' Hospital, while some were confined at other hospitals around the city.

DOLE 6 launches 24/7 Hotline Call Service

In response to President Rodrigo Duterte’s directive to ensure timely delivery of services, the Department of Labor and Employment (DOLE) Regional Office 6 launched last August 19, 2016 its 24/7 Hotline Call Service.


DOLE 6 Officer In Charge Salome O. Siaton said the 24/7 Hotline Call Service will provide immediate response to all workers in the Region who are in crisis and in emergency situations that require urgent assistance and relief from unsafe, unhealthy and unjust conditions of work.

During the briefing, it was disclosed that there are dispatch teams to handle specific concerns since the agency has a number of programs and services.

“Our dispatch teams will respond to both non-emergency and emergency queries, complaints and cases. We would like to assure the public that all concerns will be answered and responded to immediately by our Office,” Siaton said.

Non-emergency queries and complaints include the concerns of separated workers claiming for unpaid wages and benefits; queries of workers engaged in temporary or atypical work arrangements not in accordance with existing labor laws and regulations; workers inquiring for wage-related concerns, overtime pay, holiday pay and similar concerns; workers with existing cases filed in DOLE Offices, attached agencies, POLOs or Philippine Overseas Labor Offices and other related issues.

Emergency cases, on the other hand, include workplace accidents, request for assistance from victims of illegal recruitment, child labor and human trafficking and other similar ones.

According to Siaton, they have designated Officers of the Day who shall man the Region’s Hotline to immediately receive and respond to clients’ calls from 7:00 a.m. to 7:00 p.m.

Considering, however, that this is a 24/7 hotline service, incoming calls beyond office hours will still be entertained. On cases involving workplace accidents, victims of illegal recruitment, child labor and human trafficking, the call will be automatically referred to the concerned dispatch team for appropriate and immediate action, she added.




The DOLE6 24/7 hotline service enhanced the existing I-Text Numbers of the Office with unique mobile numbers specific to each province in the Region that are also available to the public.

Siaton said that the agency’s hotline service is of much wider assistance to the public since it is now be available anytime of the day.

“We anticipate frequent calls related to these concerns though we are already catering them since the time we launched our DOLE6 I-Text Numbers. This will help a much larger number of our constituents,” Siaton related.

USAID assists Iloilo City in automation project

Iloilo City is now working towards becoming e-ready with initial steps already being undertaken with the help of the United States Agency for International Development (USAID) through its Project SURGE (Strengthening Urban Resilience for Growth and Equity).

City Planning and Development Office (CPDO) head Jose Ronie Peñalosa said that a team from USAID arrived in this city on Tuesday for a series of workshops on automation, which is part of the city government’s computerization project.

“We’re working towards e-readiness that would streamline transactions at the city hall such as on permit application and research data,” he explained. They would also be able to work on the Electronic New Government Accounting System (eNGAS) for the treasurer and accounting offices.

Through the automation project, offices would be able to encode data such that when needed will be available in just a mere click of the computer, he added.

“The direction is to make data, key information, accessible to the public. Part of that is really for transparency and accountability,” he stressed.

Peñalosa said that they are now in the stage of assessing the needs and capabilities of the offices. “Their intervention is helping us capacitate ourselves,” he cited.

With the assistance of the USAID, heads of the 20 department offices at the city hall will decide on what office will be linked with each other for shared generation, storing and management of data system, he explained further.

The five-year Project SURGE is also present in cities of Batangas, Cagayan de Oro, Puerto Prinsesa and Zamboanga. Peñalosa added that they already have set their eyes in Iloilo City because it has been known for its progress, energy and focus, especially in the aspect of economic development with resilience and livability as a strategy.

“They are looking at these cities to show other cities in the Philippines how to do things better and efficiently by way of opening opportunities and showcasing what can be done given certain resources and some limitations,” he said. [via PNA]

DOH confirms Zika case in Iloilo

A 45-year-old woman from Iloilo City has been tested positive for the dreaded Zika virus, the sixth case recorded in the country, the Department of Health (DOH) revealed Monday.


In a press conference, DOH Undersecretary Gerardo Bayugo disclosed that the victim, whose identity has been withheld, has no record of travel to countries where the virus has been detected.

Bayugo, however, clarified that there is still no confirmation of local transmission of the virus in the Philippines.

"As far as what we (DOH) have now, wala pa kaming evidence na merong transmission locally of this case that has been surfacing [we have no evidence that Zika has been locally-transmitted]," Bayugo told reporters in a media briefing at the Philippine Information Agency.

The woman's spouse has yet to be tested if he too has acquired the infection since the virus can be transmitted through sexual contact, Bayugo said.

Bayugo said the department has been monitoring only sporadic cases of the infection in the country. Five other cases have been detected since 2012.




"These [previous cases] did not convert into an outbreak. And we hope that this one sporadic case will not translate [into something bigger] similar to what is being experienced elsewhere," said Bayugo.

He then expressed alarm that neighboring country Singapore has 26 cases of the virus, and added that all efforts were being done to monitor overseas Filipino workers and foreigners coming from Zika-identified countries.

The reported 24 out of the 26 in Singapore was identified as a locally-transmitted case, and likely evolved from the Southeast Asian region.[via PNA]

City gov’t strengthens barangay anti-drug abuse councils

Some 3,000 participants are expected to gather Tuesday for a one-day reorientation of barangay anti-drug abuse councils (BADACs) of the Iloilo city government's 180 villages.

Mayor Jed Patrick E. Mabilog led the Iloilo City's first ever multi-sectoral anti-drug summit last June.

Lucy Sinay, chief of the Public Information Office (PIO), said Iloilo City has been recognized for its 180 organized and functional BADACs but the city government wanted them to be more active in their anti-drug campaign.

They will be reminded of what to do, especially during drug clearing activities, she said.

The participants during the activity dubbed as “Hublag Kontra Droga: “Arming the BADAC” will be oriented of their roles and functions as well as given refresher on anti-drug and related laws.

Towards the end of the activity, they will be asked to sign a pledge of commitment to the anti-drug campaign.

The strengthening of BADACs is just one of the initiatives of the city government in its intensified efforts in fighting the drug menace.

Last June, the city government also gathered more than 2,000 participants from various sectors during its first ever multi-sectoral anti-drug summit.

Last week, it also commenced its rehab program for drug dependents with light to moderate drug addiction.

Tuesday's activity will be held at the Jaro district gymnasium. [via PNA]
